Competitive Neutrality (under the CPA) Competitive neutrality addresses potential advantages or disadvantages that public enterprises may have compared with businesses operating in the private sector. The City of Bayswater has declared the following services which fall within the definition of the CPA to open market competition (open tendering): 1. The provision of waste collection services including recycling and green waste has been contracted to Cleanaway and is subject to continuous review. 2. The management of the Morley Sport and Recreation Centre and the Alma Venville Recreation Centre is contracted to YMCA. 3. Private contractors have been appointed to manage the Embleton Public Golf Course and the Maylands Peninsula Public Golf Course. 4. The management of the residential aged care facilities such as the City of Bayswater Hostel, Carramar Hostel, the independent living units, Salisbury Retreat and Noranda Retreat facilities are all managed by Uniting Church Homes under a contract which was subject to a tender process. Compliance with the State Records Act 2000 Records Services manages the records of the City, in keeping with legal requirements. During 2008‐09 more than 82,800 incoming and outgoing documents were recorded, representing an increase of more than 22 percent on the previous year. The City of Bayswater Recordkeeping Plan was approved on 30 August 2004 and is to be reviewed by 30 August 2009. All new City employees undertake a compulsory induction training session for the City’s document management system. The induction addresses employee responsibilities in regard to their compliance with the Recordkeeping Plan, policy and procedures. After the initial induction training in the City’s document management system, follow up training sessions are conducted to ensure the City’s staff understand their record keeping responsibilities and are abiding by procedures and policy. Register of minor breaches The City of Bayswater is required to maintain a register of complaints of minor breaches, consistent with Section 5.121 of the Local Government Act (as amended), and to disclose those complaints in the Annual Report. There were no complaints received in 2008-09. Disclosure of annual salaries Legislative amendments included the insertion of regulation 19B into the Local Government (Administration) Regulations 1986. Regulation 19B requires that the Annual Report of a local government for a financial year is to contain information on the number of employees of the local government entitled to an annual salary of $100,000 or more and the number of employees with an annual salary entitlement that falls within each band of $10,000 over $100,000.
