Eighth Avenue, Maylands Economic development Business networking functions In November 2008 the City, in conjunction with the Central Eastern Business Association, hosted a business networking function. The events, which are part of a regular networking program, have been hosted since 2005 to allow business people to establish contact and share information. Supporting business In 2008-09, the City continued to hold meetings of its advisory committees, representing the three retail business precincts in Morley, Bayswater and Maylands. The groups were expanded to include industrial traders within the City. Supporting our local economy Businesses in the City of Bayswater, registered with the Yellow Pages, are featured in the on-line business directory on the City’s website. In 2008-09, the City continued to maintain the directory and there are now some 2,600 businesses listed. Street Banners for Morley, Bayswater and Maylands town sites and Guildford Road The City’s street banner program continued in 2008-09. A survey of business owners was conducted in July 2008 to gain feedback on the appearance of the banners, resulting in a new design for the 2009 banner program. Banners are in high traffic areas to promote Council services, activities and facilities. Street festivals The concept of street festivals was developed by the City’s Trader Group Advisory Committee and there has been an ongoing program since 2005. In November 2008, the Maylands Spring Fling was held, and was well received by the community. Beijing Olympic Games celebration In August 2008, the City, in partnership with Channel 7, the Bayswater Noranda Community Bank and Centro Galleria, contributed to an event to celebrate the opening of the Beijing Olympic Games. Local sporting groups participated in the event, which also served as a Telethon fundraiser. The City approved the use of 20 of its street banners for Olympic promotion for several weeks during the event. Business Bulletin The Bayswater Business Bulletin was first published in 2006 to provide information to local and prospective businesses. Statutory Reporting Disability Access & Inclusion Plan (DAIP) The City of Bayswater continues to promote access and inclusion for everyone. The City’s Disability Access and Inclusion Plan (DAIP) ensures that people with disabilities have equal access to all Council services, facilities and information. Council information is also available in alternative formats on request. Council has completed the 2008- 09 Disability Services Commission Progress Report to identify the City’s completed and partly completed strategies and tasks, consistent with the six identified outcomes listed in the DAIP. The DAIP Advisory Committee approved the implementation of DAIP induction for all new staff at the City of Bayswater, which is conducted by the Community Services DAIP officer. The National Relay Service has been introduced to provide better access to services and information for people who are deaf or have a hearing or speech impairment. Access issues are addressed when community members complete a Creating Accessible Communities pamphlet and post it to the City. This pamphlet is available on our website and at the libraries, Galleria office and Civic Centre reception. Freedom of Information (FOI) In accordance with Section 96 and 97 of the Freedom of Information Act 1992, the City is required to publish an Information Statement which details the process of applying for information under the Act, as well as information that the City provides outside the Act. This document is available from City of Bayswater offices or its website. During 2008-09 the City received 10 Freedom of Information (FOI) applications, a decrease from 16 in the previous financial year. The Act requires that all applications are responded to within 45 days. The City’s average processing time for applications was 29 days. Equal Opportunity The City of Bayswater is committed to providing a workplace where every individual is treated with respect, in an environment free from discrimination or harassment. During 2008-09 the City reviewed its obligations under the Western Australian Equal Opportunity Act 1984. Employees have been retrained in accordance with legislative responsibilities and obligations. Attention has also been applied to ensuring the City has in place processes for resolving EEO grievances and complaints. Plan for the Future In accordance with the Local Government Act 1995 (Amended), the City developed a four-year Plan for the Future which covers the period 1 July 2008 to 30 June 2012. The Plan for the Future is an overview of the significant program and activities proposed by Council over the next four years. Its objectives are to provide the community with information relating to the City’s proposed principal activities and to offer the community an opportunity to lodge submissions in relation to those proposals for consideration by Council. The core activities addressing the plan are: • Recreational Services; • Community Services; • Aged Services; • Planning and Building Services; • waste collection services; • administration and general services costs; • library services; • parks, gardens and recreation services; • Security Watch; • road works and path works program; • ranger services; • Health Services; and • governance costs. Some of the significant programs undertaken by the City for 2008-09 include building improvements at $1.445 million, road infrastructure at $1.988 million and parks development at $0.88 million. National Competition Policy The Competition Principles Agreement (CPA) is a contractual agreement between Federal Government and all State and Territory Governments. The CPA aims to ensure that all public enterprises operate in a transparent manner in the best interests of the public.
