Gobba Lake, Bayswater Local housing strategy The purpose of a Local Housing Strategy is to establish the strategic framework for the provision of housing to meet the current and future housing needs of the community, and enable the City to proactively address population and housing issues. Background research and preparation of the draft Local Housing Strategy was largely completed during the year. The Strategy will guide residential development in the City over the next 20 years. Workshops and public consultation with stakeholders and the local community will commence next financial year to envision, improve and refine the Strategy. Aviation commemorative park Council gave approval to concept plans for a commemorative park on the site of the former Maylands Aerodrome. The Aerodrome operated on the Maylands Peninsula between 1924 and 1963 and is listed on the Heritage Council’s State Register of Heritage Places. Work will continue next financial year to implement the project in consultation with key stakeholders. Heritage grants The City continued its increasingly popular heritage grants program to assist in the repair and conservation of important properties listed on the Municipal Heritage Inventory. Three grant applications were approved during the year and applications continue to be received to assist landowners to conserve their heritage-listed properties. Riverside Gardens cafe The City is considering a proposed café/restaurant/kiosk development at Riverside Gardens, Bayswater, to attract visitors to the park and promote the City’s beautiful river frontage. Bardon Park precinct plan and cafe The City’s 2004 River Foreshore Masterplan identified Bardon Park as a potential site for a café/ restaurant/kiosk to add life and vitality to the park. Investigations continued on the proposal and the preparation of a precinct plan to guide future upgrades and improvements to the park. Swan River trails project Work continued in association with the Eastern Metropolitan Regional Council to promote the Swan River foreshore on a regional basis. The completion of the Regional Recreation Path project will provide an integrated trail network along both sides of the river foreshore allowing greater public access to social, cultural and natural heritage experiences. 26 city of bayswater annual report 2008-09
Building services Statutory approvals The 2008-09 financial year saw a reduction in both the number of approvals issued and the value of works approved. Some of this can be attributed to the global financial crisis. The overall reduction was 14.7 percent in the number of approvals and 25.46 percent in the value of works. Although there was an overall reduction in approvals, there was an increase in commercial and other approvals. The reduction of 56 percent in the swimming pool approvals represents the greatest decline. Type of construction Building maintenance The City continued to undertake an extensive building maintenance program for building assets throughout the City. These programs are a vital part of our commitment to ensure that all facilities are fully maintained and kept to a standard that is safe for everyone who uses them. Building Services completed the following maintenance works: • building maintenance $258,100 • preventative maintenance $440,055 • special building maintenance $212,600 • cleaning maintenance $401,580 Number of approvals Value of work Variance 2008-09 Dwellings and additions 378 $96,506,081 -13.1 percent Outbuildings, patios and pergolas 440 $4,407,099 - 16.67 percent Commercial, industrial shop fitout and public buildings 61 $14,957,108 3.39 percent Swimming pools 39 $761,741 - 56.67 percent Other (fences, retaining walls and strata inspections) 116 $2,035,413 6.42 percent Demolition 115 - - 8.73percent Total 1149 $118,667,442 -14.7 percent Capital works The City completed numerous significant projects in 2008-09, including: • RA Cook Reserve pavilion; • self cleaning public toilets at Grand Promenade Reserve and Joan Rycroft Reserve; • additions and renovation of kitchen at Hampton Park Scout Hall; • renovation of kitchen at Morley Training Centre; • upgrading of Bayswater Waves reception front counter, turnstiles and painting; • renovation of 10 community housing units; and • retaining wall and fencing at Halliday House. In addition, the City commenced several other projects which will be completed next financial year and includes: • extensions to the gymnasium, perimeter security fencing and other upgrading works at Bayswater Waves; • self cleaning public toilet at Bardon Park; and • design concepts for additions and upgrading at Maylands Peninsula Sports and Recreation Club and Les Hansman Centre. Leases Peninsula Hotel, Maylands The City further developed and endorsed a standard lease agreement for new sporting group/ club leases, which could also apply to community group leases. The City has around 66 buildings of which 40 are under existing leases, licences or usage agreements. Another five have adopted the standard lease agreement and a further 15 are negotiating to adopt the standard lease. A further five premises have no formal agreement and one building is awaiting occupation. The City's aim is to ensure that all premises that have no lease, or an expired lease, will move onto the standard lease agreement. This will help better manage the City’s assets and improve services to the community. In September 2008, the City signed a 15 year lease with Dome Coffees Australia for the use of the City owned and heritage listed Peninsula Hotel as a café/brasserie, head office and community meeting venue. city of bayswater annual report 2008-09 27
