The project was publicly advertised
in May-June 2009 and there was
strong community support for
the principles and objectives of
the framework. The project will
continue towards endorsement and
implementation next financial year.
Maylands town centre
Work continued on two major
residential and mixed use projects
in the Maylands town centre. The
Horizon on Sixth and Horizon on
Central apartments on the former
Royal Institute for the Blind site
were completed during the year,
while the Match redevelopment
on the corner of Whatley Crescent
and Eighth Avenue continues
to progress. Street upgrades
and the installation of new traffic
lights were also completed along
Guildford Road.
Eighth Avenue, Maylands
Strategic planning projects
Scheme amendments
Seven Town Planning Scheme
amendments were finalised in
2008-09 (three amendments were
completed in 2007-08), including
streamlining provisions relating to
home-based businesses. The City
recognises that the way we work
and live is changing and that some
people now work from home. The
process improvements will provide
more flexibility for home-based
businesses, whilst also protecting
the amenity of surrounding areas.
Further scheme amendment
improvements were progressed
during the year.
Council approved another scheme
amendment to facilitate a major
mixed use development at 223
Railway Parade, Maylands (the
Peninsula Tavern site). The
amendment includes residential,
office, shop, tavern and restaurant
uses on a strategic site opposite
the Maylands train station. The
amendment again demonstrates the
City’s commitment to high quality
development within the Maylands
town centre.
The City also considered a scheme
amendment proposal to transform
the vacant Coventry’s site in the
Morley City Centre into high quality
markets and a tourism destination.
Work will continue on the project
during the next financial year.
Maylands urban design
framework
The City commenced a study in
partnership with the Department of
Planning to guide future development
in the Maylands town centre area,
which is attracting growing interest
from developers.
The framework is about creating
liveable communities with access to
great local facilities and services such
as shops, cafes and restaurants. The
Maylands Urban Design Framework
project will encourage the creation of
a high quality urban environment with
a mix of retail, office, entertainment
and residential uses, while protecting
and enhancing a distinct sense
of diversity, character and history
of Maylands.
Maylands multipurpose
centre
On 7 May 2009, the Federal
Minister for Foreign Affairs and
Member for Perth, Hon. Stephen
Smith, announced that the City
would receive $10 million in
funding towards the Maylands
multipurpose centre project as part
of the Commonwealth Community
Infrastructure Program. The Centre
at the corner of Guildford Road and
Eighth Avenue and Ninth Avenue,
Maylands will replace the Alma
Venville Centre and accommodate
a wide range of recreational and
community facilities within a two
storey development.
Ashfield precinct plan
Planning continued for an activity
centre based around Ashfield
train station in partnership with
the Department of Planning and
Town of Bassendean. The draft
plan is based on Transit Oriented
Development (TOD) principles
and aims to take advantage of
the area’s strategic location and
relatively under-used land. The
study area includes part of the
City of Bayswater east of Tonkin
Highway, including the major
CSBP site along Railway Parade.
The project will continue towards
endorsement and implementation
next financial year.
