Rangers and security Security Watch Throughout 2008-09, the City’s Security Watch service dealt with 2,333 incidents, a decrease from 2,568 the previous year. Most of those incidents were in response to anti-social behaviour and offences against property and persons, including alarms, burglary, unsecured premises and trespassing. On 27 April 2007, the City changed from an outsourced Security Watch to an in-house system to enable greater customer service and closer liaison with community members. Since the change there has been a substantial decrease of reportable incidents recorded in the City, reflecting the effectiveness of continuous patrols. Graffiti removal remains a high priority for the City. In 2008-09 there were 4,883 incidents of graffiti removed from commercial and residential properties, public utilities and City of Bayswater property. 10 city of bayswater annual report 2008-09
Community services Home and Community Care City of Bayswater Home and Community Care Program (HACC) helps older people and young people with disabilities to be more independent at home and in the community. Services for eligible local residents includes domestic assistance, social support, day centre, information and advocacy, Meals on Wheels and local transport. This year a new service was introduced called Wellness in the Kitchen to help with meal preparation in the home, as well as provide support with shopping, addressing dietary needs and providing social contact for people living alone. This service is also delivered in group settings, allowing social interaction, education and skill development. In 2008-09 the HACC services received $1,071,659 million of State and Commonwealth Government funding, allowing the provision of services to about 500 clients. This year a survey was conducted to assess the quality of service being provided to clients receiving HACC services. The survey questions were based on the HACC National Service Standards which provide a framework for the delivery of quality programs. An overwhelming 224 people responded to the survey providing responses that indicated a high level of satisfaction with the services being received. A total of 37,043 meals were delivered throughout the year by a team of committed volunteers. There has been a slight decrease in numbers of meals delivered this year and this could be a result of the new Wellness in the Kitchen program which supports home meal preparation. Community development Senior citizens’ centres Within the City, three senior centres located in Maylands, Bayswater and Morley provided a wide variety of activities for people aged over 50 years. Participants took part in lunches, fundraising activities, computer classes and outings to places of interest. The centres also offered subsidised podiatry services and hairdressing. Each centre is run by an incorporated management committee with the support of a council officer. They have nominal annual membership fees and there are more than 500 members between the three centres. Volunteers The City has a committed team of over 200 volunteers contributing their time to many programs such as recreation, Home and Community Care, library, bus driving, Youth Advisory Committee, environmental services and Justice of the Peace. Meals on Wheels still engage the largest number of volunteers in any one program and without them the service to the community would not exist. In recognising the efforts of these volunteers, the City hosted two luncheons during the year where awards and presentations were made to those who had reached milestones in their service to the community.
