<strong>and</strong> <strong>Environ</strong>mental <strong>Assessment</strong><br />

evaluated project life. Operation includes the administration, management, <strong>and</strong> performance of<br />

non-maintenance actions needed to keep completed measures safe <strong>and</strong> functioning as planned.<br />

The National Operation <strong>and</strong> Maintenance Manual will be used as a guide for operation.<br />

Maintenance includes performing work <strong>and</strong> providing materials to prevent the deterioration of the<br />

installed works. Maintenance also includes repairing damage <strong>and</strong> replacing the measure or its<br />

components. Damage to completed measures caused by normal deterioration, drought, flooding<br />

from rainfall greater-than-design rainfall, or v<strong>and</strong>alism is considered maintenance. Maintenance<br />

includes both routine <strong>and</strong> recurring needs such as:<br />

• Annual control of woody species on or near the channel.<br />

• Rodent control.<br />

• Vector control, if necessary.<br />

• Repair <strong>and</strong> maintenance of the existing drainage structures.<br />

• Other specific items will be identified during design.<br />

Inspections are necessary to ensure that the installed measures are safe <strong>and</strong> functioning properly.<br />

Inspections are to: a) assess the adequacy of OM&R activities; b) identify needed OM&R work; c)<br />

identify unsafe conditions, including significant changes in the use of the flood plain below the<br />

channel; d) specify ways of relieving unsafe work or performing other needed work; <strong>and</strong> e) set<br />

action dates for performing corrective actions.<br />

The Sponsors are responsible for inspecting completed measures. Inspections will be made at least<br />

annually on a regularly scheduled basis for the life of the structure <strong>and</strong> after any major events such<br />

as floods or earthquakes. The Operation <strong>and</strong> Maintenance Agreement will specify any other needed<br />

inspections. The NRCS may, depending on the availability of staff, assist the Sponsors with the<br />

inspections. Inspection reports will be supplied to NRCS following each inspection.<br />

The estimated annual cost of operation <strong>and</strong> maintenance for the Preferred Alternative is $212,700<br />

(see NRCS Table 4 in Section 8.7).<br />
