Draft Supplemental Watershed <strong>Plan</strong><br />
<strong>and</strong> <strong>Environ</strong>mental <strong>Assessment</strong><br />
The <strong>Flood</strong> <strong>Control</strong> District of Maricopa County will provide technical leadership for the<br />
installation, operation, <strong>and</strong> maintenance of the structural measures installed under the Supplemental<br />
Watershed <strong>Plan</strong> <strong>and</strong> <strong>Environ</strong>mental <strong>Assessment</strong>. The NRCS will work closely with the Sponsor in<br />
the development of an operation <strong>and</strong> maintenance plan <strong>and</strong> will participate in annual inspections<br />
jointly with the Sponsor <strong>and</strong> the State Office of Dam Safety.<br />
Contracts to implement the Preferred Alternative measures will be between the District <strong>and</strong> the<br />
selected construction firm. The NRCS will facilitate the request for funding from appropriations for<br />
the dam rehabilitation program. The NRCS will provide the financial assistance to the District by<br />
means of a cooperative agreement.<br />
All works of improvement will be installed in accordance with NRCS st<strong>and</strong>ards <strong>and</strong> specifications<br />
<strong>and</strong> meet all applicable local, state, <strong>and</strong> Federal regulations.<br />
8.6.4 REAL PROPERTY AND RELOCATIONS<br />
Implementation of the Preferred Alternative will not require procurement of real property rights by<br />
the Sponsors.<br />
• Additional temporary work easements for over excavation, loading, <strong>and</strong> unloading may be<br />
required in the vicinity of the CAP canal for removal of the existing dam embankment.<br />
Areas for construction staging <strong>and</strong> stockpiling can be located within the existing flood pool<br />
area, <strong>and</strong> will not require additional temporary easement.<br />
• It appears that no relocations as defined by the Uniform Relocation Act will be needed.<br />
However, if any relocations are identified during installation of this undertaking, they must<br />
conform with the Uniform Relocation Act <strong>and</strong> NRCS procedures, which are outlined in<br />
NRCS Property Management Regulations.<br />
8.6.5 OTHER AGENCIES<br />
• The decommissioning plan will require review <strong>and</strong> concurrence from the ADWR Dam<br />
Safety Division.<br />
• Hauling on local roadways will likely require a haul-road permit that will be the<br />
responsibility of the construction contractor.<br />
8.6.6 FINANCING<br />
The Sponsors are responsible for 35% of the total decommissioning cost. The NRCS will provide<br />
65% of the total decommissioning cost with funding from PL 83-566.<br />
8.6.7 OPERATION, MAINTENANCE, AND REPLACEMENT<br />
The <strong>Flood</strong> <strong>Control</strong> District of Maricopa County will operate <strong>and</strong> maintain the <strong>Powerline</strong> Channel.<br />
The operation, maintenance, <strong>and</strong> replacement program is carried out as prescribed in the Operation<br />
<strong>and</strong> Maintenance Agreement. A new O&M agreement between the Sponsors <strong>and</strong> NRCS will be<br />
written <strong>and</strong> executed prior to the beginning of construction. The agreement is developed in<br />
accordance with the NRCS National Operation <strong>and</strong> Manual, <strong>and</strong> provides for inspections, reports,<br />
<strong>and</strong> procedures for performing maintenance items <strong>and</strong> will be in force during the 100-year<br />
