alternatives are identical in the replacement of <strong>Powerline</strong> FRS with a new 100-year flood channel.<br />

The alternatives differ in the treatment of Rittenhouse FRS (Alternative 8A replaces the dam with a<br />

levee, <strong>and</strong> Alternative 8B rehabilitates the dam) <strong>and</strong> in the filter treatments for Vineyard Road FRS<br />

<strong>and</strong> Rittenhouse FRS in Alternative 8B. The results of the Level III analysis indicates that<br />

Alternative 8A (the 8A option that replaces <strong>Powerline</strong> FRS with a new channel <strong>and</strong> hardened<br />

channel segments within fissure risk zones; dam rehabilitation for Vineyard Road FRS; <strong>and</strong><br />

converting Rittenhouse FRS to a levee) was the lowest cost alternative. The Level III report<br />

presents <strong>and</strong> discusses the National Economic Development (NED) alternative as this alternative<br />

for the PVR structures. The Level III report also identified the Preferred Alternative as Alternative<br />

8A with the option of hybrid filter for dam rehabilitation of Vineyard Road FRS, replacing<br />

<strong>Powerline</strong> FRS with a 100-year channel, <strong>and</strong> converting the Rittenhouse FRS to a levee.<br />

5.3 ALTERNATIVES ELIMINATED FROM DETAILED STUDY<br />

Two alternatives (noted above as Alternative 6 <strong>and</strong> 8) were developed that incorporated different<br />

structural treatments for Rittenhouse FRS as noted above in Section 5.2. Alternative 6 <strong>and</strong><br />

Alternative 6A are described below <strong>and</strong> differ in the approach for the Rittenhouse FRS. Alternative<br />

6 keeps Rittenhouse as a rehabilitated dam <strong>and</strong> Alternative 6A modifies Rittenhouse FRS to a levee<br />

that discharges into Vineyard Road. FRS. Alternative 8 has three different structural measures,<br />

again, relating to the treatment of Rittenhouse FRS. Alternative 8 replaces the dam with a 100-year<br />

channel, Alternative 8A replaces the dam with a levee, <strong>and</strong> Alternative 8B rehabilitates the dam.<br />

As noted below, Alternatives 6, 6A, <strong>and</strong> 8 were eliminated from further detailed study.<br />

The alternatives eliminated from further study are described below along with the reason(s) for<br />

elimination. These alternatives are:<br />

Rehabilitation of <strong>Powerline</strong>, Vineyard Road, <strong>and</strong> Rittenhouse <strong>Flood</strong> Retarding Structures<br />

(Alternative 1)<br />

The concept for Alternative 1 includes rehabilitating <strong>and</strong> raising <strong>Powerline</strong>, Vineyard Road <strong>and</strong><br />

Rittenhouse FRSs to pass the (planning level) probable maximum flood (PMF), while accounting<br />

for estimated future subsidence, one foot of freeboard <strong>and</strong> sediment storage volume. <strong>Powerline</strong><br />

FRS will be rehabilitated with an upstream filter in low-moderate fissure risk hazard zones.<br />

Segments of <strong>Powerline</strong> FRS in moderate earth fissure risk hazard zones would be replaced with a<br />

hardened dam segment (soil cement core). The <strong>Powerline</strong> Interim Dam Safety Measure (IDSM)<br />

alignment will be maintained but replaced with a hardened dam segment <strong>and</strong> the crest elevation<br />

raised to match the proposed raise on <strong>Powerline</strong> FRS. Vineyard Road FRS <strong>and</strong> the remaining<br />

portion of <strong>Powerline</strong> FRS will be rehabilitated with an upstream filter for low-moderate fissure risk<br />

hazard zones. Rittenhouse FRS is entirely located in low-moderate fissure risk hazard zones <strong>and</strong><br />

will be raised <strong>and</strong> rehabilitated with an upstream filter along the entire length of the structure.<br />

The total opinion of probable construction costs for Alternative 1 ranged from $87,000,000 to<br />

$120,000,000. The alternative was eliminated from further evaluation in the workshop conducted<br />

on April 19, 2012 due to technical uncertainty of building a dam in an earth fissure prone area.<br />
