of raw desert l<strong>and</strong>. Scenario B of the Superstition Vistas Scenario Report (East Valley Partnership,<br />
2009) includes the following:<br />
• This (scenario) is designed around multiple pedestrian-friendly, mixed-use areas,<br />
concentrated on the transit system <strong>and</strong> around major roadways. These areas are urban, town<br />
<strong>and</strong> village centers <strong>and</strong> include attached housing products mixed with retail <strong>and</strong><br />
employment.<br />
• Due to the breadth of housing choices, the organization of uses <strong>and</strong> a sustained effort to<br />
catalyze economic development, Scenario B attracts employers <strong>and</strong> has a better balance of<br />
jobs <strong>and</strong> housing than Scenario A.<br />
• In this scenario, Superstition Vistas would have about the same jobs-to-household ratio as<br />
the region as a whole.<br />
• The housing mix is designed to appeal to a broad spectrum of the population to support both<br />
workforce <strong>and</strong> higher-end housing. The housing types offer more choice than those<br />
currently under construction in the area. There are more apartments, condos <strong>and</strong><br />
townhouses, as well as single-family homes. There is also more mixed-use development.<br />
• The transportation system includes commuter rail <strong>and</strong> light rail, <strong>and</strong> higher densities are<br />
focused around the transit stops. L<strong>and</strong> uses <strong>and</strong> transportation networks are designed to<br />
facilitate pedestrian, transit, <strong>and</strong> bicycle travel, rather than just the car. Streets form a<br />
connected pattern to disperse traffic <strong>and</strong> increase transportation efficiency. Many of the new<br />
industries are sited along major transportation routes.<br />
• There is greater preservation of the surrounding habitat areas than Scenario A <strong>and</strong> a<br />
somewhat smaller footprint, with less development in the foothills.<br />
4.14 LAND RIGHTS AND RELOCATIONS<br />
The l<strong>and</strong>s in the vicinity of the FRS are in both private <strong>and</strong> public ownership. L<strong>and</strong> Ownership<br />
Information (for the downstream area) of the PVR structures is: Private L<strong>and</strong> – 87%, State/Local<br />
12%, Federal 1%. No l<strong>and</strong> rights acquisitions or relocations are anticipated for this project.<br />
4.15 IMPORTANT AGRICULTURAL LANDS<br />
Currently agriculture <strong>and</strong> rangel<strong>and</strong>s make up a minor percentage of the economic base<br />
surrounding the PVR dams (but none are located upstream or downstream of the <strong>Powerline</strong> FRS).<br />
Today, crops of cotton <strong>and</strong> alfalfa are present in the downstream vicinity of the Vineyard Road <strong>and</strong><br />
Rittenhouse FRS’s. All of the farms downstream of the PVR dams are not considered to be prime<br />
farml<strong>and</strong>s.<br />
4.16 DEMOGRAPHICS, MINORITY, AND DISADVANTAGED POPULATIONS<br />
Data on racial <strong>and</strong> ethnic minority populations for the PVR FRSs Social Population <strong>and</strong><br />
Demographics Existing Conditions Study (SPDECS) area is provided in the report titled “Social<br />
Population <strong>and</strong> Demographics Existing Conditions Study for <strong>Powerline</strong>, Vineyard Road <strong>and</strong><br />
Rittenhouse <strong>Flood</strong> Retarding Structures Rehabilitation or Replacement Project” (Kimley-Horn,<br />
July 2010). The majority of the total population encompassing the <strong>Powerline</strong>, Vineyard Road <strong>and</strong><br />
