these sites are prehistoric artifact scatters, some with features of habitation sites (approximately<br />

69), there are several historic sites <strong>and</strong> an archaeological district.<br />

Of the 72 previously recorded sites, seven have been determined eligible for the National<br />

Register of Historic Places (NRHP); 33 are Recommended as eligible for the NRHP; two have<br />

been Determined as not eligible; six are Recommended as not eligible; <strong>and</strong> 24 have not been<br />

evaluated. The archaeological district is Recommended as eligible. (Note: Sites “Determined”<br />

eligible/not eligible have been evaluated by the SHPO; sites “Recommended” have been<br />

evaluated only by their recorder <strong>and</strong> not the SHPO).<br />

Conclusions <strong>and</strong> Recommendations<br />

Formal consultation with the Arizona State Historic Preservation Office (SHPO) has been<br />

recently initiated following identification of the Preferred Alternative. The initial SHPO<br />

consultation correspondence is on file with the NRCS. Consultations with SHPO will continue<br />

through the design phase as final alignments, borrow materials, <strong>and</strong> other disturbance areas are<br />

further identified.<br />

Formal consultation with Tribal Historic Preservation Offices (THPOs) have recently been<br />

initiated following identification of the Preferred Alternative. The THPO consultation letters are<br />

in progress. Consultations with THPOs will continue through the design phase as final<br />

alignments, borrow materials, <strong>and</strong> other disturbance areas are identified.<br />

6.3.2. Cultural Resources Survey<br />

The Sponsor is presently conducting a Class III cultural resources survey for the Area of<br />

Potential Effect (APE) for the Preferred Alternative. The purpose of the survey is to conduct a<br />

site reconnaissance of the APE for identification <strong>and</strong> location of cultural resource sites. The<br />

APE was prepared to encompass the construction footprint of the preferred alternative for the<br />

PVR project. The completion of the site survey is anticipated in late spring <strong>2013</strong>. The cultural<br />

resources survey will also identify potential sites that may require mitigation due to construction<br />

activities. Mitigation will be conducted in a phased approach prior to construction of the<br />

elements of the PVR preferred alternative.<br />

6.4. Hazardous Materials Technical Memor<strong>and</strong>um<br />

Kimley-Horn retained the services of <strong>Environ</strong>mental Data Resources, Inc. (EDR), a third party<br />

database search company, to conduct a search of regulated facilities within <strong>and</strong> in the immediate<br />

vicinity of the project area. Based on the results of the EDR search, there were no hazardous<br />

material concerns within the project area that should impact the project alternatives.<br />

6.5. Significant Nexus Analysis<br />

Kimley-Horn prepared a Significant Nexus Analysis (SNA) for the <strong>Powerline</strong>, Vineyard Road<br />

<strong>and</strong> Rittenhouse (PVR) <strong>Flood</strong> Retarding Structures (FRSs) Rehabilitation or Replacement<br />

Project.<br />

6.5.1. Lower Gila River<br />

In October 2008, a 6.9-mile reach of the Lower Gila River from Powers Butte to Gillespie Dam<br />

was designated a “traditional navigable water” or TNW by the U.S. Army Corps of Engineers<br />

(Corps). Therefore, the nearest TNW to the project area is the Lower Gila River from Powers<br />

Butte to Gillespie Dam. The project limits consist of the District’s modified easement area<br />
