Report of the Professional Qualification Committee (PQC)<br />

Chairman<br />
PQC had a regular meeting on March 23, <strong>2009</strong> in<br />
Munich, where also our president Kim Finnilä and Chris<br />
Mercer were present for part of the time.<br />
1. EQE <strong>2009</strong><br />
A first reaction from candidates and tutors was that this<br />
year the papers were more difficult than in previous years<br />
(or only 2008?). In some respect now the EPO wants <strong>epi</strong><br />
to contribute financially. A special topic was the Award<br />
Ceremony, which was planned to cost EUR 45,000. As<br />
nothing has been reserved in our budget, <strong>epi</strong> denied any<br />
contribution. Thus the award ceremony was cancelled at<br />
least for this year.<br />
2. REE and IPREE<br />
Our members in the new created Examination Supervisory<br />
Board are Chris Mercer and Francesco Macchetta.<br />
Chris Mercer gave a presentation of the latest status. The<br />
IPREE is not yet finally decided, however it has already<br />
been agreed that the requirement for the qualification is<br />
a 3 years university degree. Further the first pre-examination<br />
will most likely be only in 2012. There are ongoing<br />
discussions about the content of such pre-examination<br />
and now it is thought to have a short question relating to<br />
preparing an application (small paper A question) and<br />
further legal questions (similar to a „light“ paper DI) (by<br />
Chairperson PQC and Chris Mercer).<br />
3. Memorandum of Understanding (Joint activities<br />
CEIPI-<strong>epi</strong>-EPO)<br />
A meeting with the European Patent Academy was held<br />
on March 4, <strong>2009</strong>. The main result was that due to<br />
restricted resources from the EPO (cut of available<br />
„examiner days“ by 50%) only a few projects can be<br />
carried out. The main project now is the new study guide<br />
which shall be available in the near future. Also an<br />
e-learning program for paper DI has been established<br />
and for paper A is in progress. A brochure „My preparation<br />
for the EQE“ with the personal experiences of<br />
some 20 candidates who passed the EQE is in preparation.<br />
In addition a mentors meeting shall be organised.<br />
4. CPE<br />
A „train the trainers“ seminar for new countries now has<br />
started in March with the first module and 23 participants.<br />
The next modules will take place in May and June.<br />
Starting in autumn the candidates shall conduct seminars<br />
in their own countries to train their colleagues on<br />
the EPC.<br />
A proposal for seminars to be held in the next time is<br />
prepared by the PQC working group on CPE.<br />
5. <strong>epi</strong> tutorials<br />
The PQC Working Group on <strong>epi</strong> tutorials has studied the<br />
situation with questionnaires to past tutors and past<br />
tutees. It was now decided to use the papers of the<br />
current year for the autumn tutorials and have them<br />
later, e.g. in December to allow the tutors to participate<br />
in the tutors meeting, which takes place normally mid<br />
November and covers the examination of the current<br />
year.<br />
Further a special tutorial was held in Helsinki in<br />
November and December 2008 in the form of a mock<br />
EQE and a subsequent meeting with tutors discussing<br />
the taken papers. A further mock EQE is planned for<br />
September <strong>2009</strong> in Munich and probably again in Helsinki.<br />
6. European Patent Academy<br />
It was decided to have a closer look to the activity of the<br />
European Patent Academy by the PQC chair.
