INTRODUCTION<br />
The history of the <strong>Chicago</strong> <strong>Area</strong> <strong>Disaster</strong> <strong>Response</strong> <strong>Resource</strong> <strong>File</strong> is outlined in the original introduction<br />
written over 20 years ago and reprinted in full below. The usefulness of this resource seems more relevant<br />
than eve, however, as we enter a millennium when global warming and its effects – extreme weather - have<br />
become common. The original document, intended to assist in the planning and implementation of disaster<br />
response and recovery, remains a practical tool in the preparation of <strong>Chicago</strong> area disaster response<br />
manuals for institutions large and small. It has been updated to include new members of DRAT and also<br />
includes websites and email addresses of individuals and companies as appropriate. The document<br />
includes listings for Human <strong>Resource</strong>s, Suppliers, Services, and Equipment, and is available through the<br />
<strong>Newberry</strong> <strong>Library</strong> as a pdf with active links to listings. For more information or to obtain a copy, please<br />

The idea for this resource file evolved from two independent projects begun by two different<br />
groups of professionals. Both projects, however, were inspired by the same event. In the late afternoon of<br />
July 11, 196, an exposed water main behind the <strong>Chicago</strong> Historical Society broke and began shooting water<br />
into the air. Before it could be shut off the water had filled a large foundation pit which had been<br />
excavated as part of the CHS building project. The water made its way underneath the foundation of the<br />
existing building and burst through the basement floor, flooding the basement to a level of 5 feet in some<br />
places.<br />
The response of the CHS staff who witnessed the event was immediate. By 10:00a.m. the<br />
following morning a crew of staff and friends had already formed a “bucket brigade” to evacuate the bound<br />
news-papers that had gotten wet. Carol Turchan, CHS Conservator and Larry Viskachil, the Curator of<br />
Prints and Photographs had assembled about a dozen conservation specialists to assist them in salvaging the<br />
paintings, architectural drawings frames, sculpture, and other materials that had been affected. As one<br />
group of conservators and recovery assistance concentrated on carefully peeling apart soggy architectural<br />
drawing, someone suggested that the <strong>Chicago</strong> <strong>Area</strong> Conservations Group (CACG), an organization of<br />
conservation professionals compile a list of its members who could be contacted in an emergency situation<br />
to assist in the recovery of cultural artifacts. The list would include home phone number and a member’s<br />
specialty so that a museum or library could efficiently identify the appropriate people and contact them<br />
immediately. This conversation, which took place in the dimly lit, silty basement of CHS the day<br />
following the flood, was the beginning of DRAT-the <strong>Disaster</strong> Recovery Action Team. Many of the people<br />
listed in the Human <strong>Resource</strong>s section of this file are also DRAT participants<br />

Another group of professional was inspired to act as a result of the CHS flood. The <strong>Chicago</strong><br />
Museum Security Group placed on its agenda the possibility of exchanging resources such as personnel,<br />
storage space, and equipment should one of their members require emergency assistance. This group of<br />
security directors from <strong>Chicago</strong> area museums began to identify what each museum might need to respond<br />
to an emergency and what each could offer other museums struck by disaster.<br />
As Richard West, then the Chief Security Officer of the <strong>Newberry</strong> <strong>Library</strong> and, I exchanged<br />
information about these activities and discussed disaster planning and recovery from both our perspectives,<br />
we realized that many of the resources that any museum or library would require to respond quickly and<br />
efficiently to an emergency are the same. Furthermore, not all museums and libraries have access to the<br />
security and/or conservation expertise to assistance in their disaster preparedness planning or their<br />
response. We concluded that if a list of resources could be compiled with the assistance of security and<br />
conservation professional, it could them be made available to any library and museum in the <strong>Chicago</strong> area.<br />
This would eliminated museum of the duplicated effort occurring as each institution prepares the resources<br />
section of their comprehensive disaster preparedness plan and it would benefit institutions who are unable<br />
to dedicate the staff time to compile an extensive list of resources.<br />
A proposal to create a computer resource file, which could be shared with other cultural<br />
institutions, was submitted to the <strong>Chicago</strong> Community Trust for funding consideration. The <strong>Chicago</strong><br />
Community Trust awarded the <strong>Newberry</strong> <strong>Library</strong> a Technical Assistance grant to support the first phase of<br />
the project. The resources in this file were identified with the assistance of individuals from a core group<br />
of <strong>Chicago</strong> area institutions. The information was entered into a database at the <strong>Newberry</strong> <strong>Library</strong> so that<br />
is could be indexed and easily updated. The result is the <strong>Chicago</strong> <strong>Area</strong> <strong>Disaster</strong> <strong>Response</strong> <strong>Resource</strong> <strong>File</strong>s.<br />
We intend to continue this project by regularly updating the information contained in the resource file, and<br />
making it available to any individual or institution at cost.<br />
I wish to thank all of the people in the core group who contributed information for the <strong>Resource</strong><br />
<strong>File</strong>. Special thanks to Richard West for his ideas and help in preparing the grant proposal and securing the<br />
cooperation of the <strong>Chicago</strong> Museum Security Group. Thanks also to the DRAT members who agreed to be<br />

HUMAN RESOURCES<br />
Human resources are divided into three categories: conservators (subdivided by specialty), technical<br />
assistants(with their technical specialty noted), and recovery assistants.<br />
Conservators are professionals with knowledge of the appropriate salvage techniques for specific types of<br />
materials. These materials may include: books, objects, paintings, photographs, textiles, and works of art<br />
on paper. The conservators listed are available to advise on the recovery of materials in their field of<br />
expertise.<br />
Technical Assistants are professionals with science backgrounds who have volunteered to provide technical<br />
assistance in the salvage of cultural materials. Their fields of expertise are varied and include: chemical<br />
analysis, microscopy, spectroscopy, freeze-drying, plasma treatment.<br />
Recovery Assistants are individuals who work as artists, conservation technicians, and curators who have<br />
volunteered to perform manual labor during a disaster recovery under the direction of an appropriate<br />
professional.<br />
