Provincial Administrations should be removed. The powers <strong>of</strong> the president should be shared. His functions should be outlined<br />
correctly. There should be a Prime Minister, The prime minister to run the government and be answering questions at the<br />
Parliament. President goes to the Parliament ones in a year and cannot be questioned.<br />
Parliament should not be misused. There should be development fund to develop Constitutuencies. MPs and their wives<br />
should be telling us where they are getting their money and these will finish corruption. Judiciary, and Courts should be free <strong>of</strong><br />
any interference from any Executives. Parties’ registration should be Constitution rights. Those parties should also be given<br />
state funding. Defectors should be stopped to participate in by-elections. Land. Title should be taken care <strong>of</strong>f. We don’t want<br />
squatters or land less people.<br />
Campaign Fund: There should be a limit <strong>of</strong> the money a campaigner is supposed to use. The money should be established to<br />
see whether it comes from the council. We want a Commission known as Permanent Land Commission to oversee the<br />
problems <strong>of</strong> those who don’t have land and a place to live. We are recommending that in evey Constituency there should be<br />
Peoples complaints Commission. The Commission should be composed <strong>of</strong> opinion leaders religious leaders, those people<br />
should listen at the complains <strong>of</strong> the electorate against their leaders e.g. members <strong>of</strong> parliament, and Civic leaders. In turn there<br />
should be a Constituency referendum to justify the issues Raised by the constituents.<br />
The votes cast be counted in the polling station. Rights <strong>of</strong> voters should be respected anybody above 18 years is supposed to<br />
have an I.D, or passport. The two should be allowed to be used in the voting. Election should be scrapped as it consumes a<br />
lot <strong>of</strong> money. We are proposing the removal <strong>of</strong> those terminologies such as opposition. Because in our cultural norms, - mtu<br />
akitwa ni mpinzani, watu hawatakusikiliza. Wataona kama wewe, -(proverb) Kwa hivyo, there are some parties that are taking<br />
advantage because <strong>of</strong> our cultural norms, and using the tittle opposition. So we are proposing, the leader <strong>of</strong> the party that has<br />
won majority votes, or majority seats <strong>of</strong> parliament, be recognized as the leader <strong>of</strong> the majority party.<br />
And the leader <strong>of</strong> the party or parties that have the minority be considered as the leader <strong>of</strong> the minority party or parties.<br />
Whatever they want to call it or the leader <strong>of</strong> the Government in waiting, our drafts people will want it to be. But the word<br />
opposition be removed forthwith, if that is possible.<br />
