A. FLOODS & EROSION CONTROL<br />

FLOOD SCENARIO<br />

• The topographical and the geographical location <strong>of</strong> <strong>North</strong><br />

East Region is unique with the hydro-meteorological<br />

situation making it one <strong>of</strong> the highest rainfall zone in the<br />

World.<br />

• The main rivers causing floods in the <strong>North</strong>-east region are<br />

the Brahmaputra, Barak and their tributaries.<br />

• Flood - Main causes:<br />

– High Flows<br />

– Inundation<br />

– Drainage congestion<br />

– Bank erosion<br />

• Floods in Assam are caused mainly due to narrowness <strong>of</strong><br />

the valley, high rainfall in the catchment, unstable steep<br />

slopes, long monsoon period etc<br />

Flood Forecasting & Warning System<br />

Flood Forecasting(FF) & Warning System plays a<br />

significant role in reducing the loss <strong>of</strong> life and movable<br />

property during floods. CWC have a National Network <strong>of</strong><br />

26 FF Stations in NE Region.<br />

Forecasts are formulated using 0800 hrs/ 0900 hrs<br />

water level data and issued at 1000 hrs with advance<br />

warning time ranging from 6 hrs to 36 hrs in NER during<br />

flood season.<br />

central organisations and eminent experts was set<br />

up by MOWR in August 2004 to look into problems<br />

<strong>of</strong> recurring floods in Assam & neighbouring States,<br />

FUNDING FOR CRITICAL FLOOD<br />

CONTROL & ANTI-EROSION WORKS<br />

• A scheme for Rs.150 crore for taking up<br />

critical flood control and anti erosion works<br />

under immidiate and short term measures in<br />

Brahmaputra & Barak Valley in the <strong>North</strong><br />

<strong>Eastern</strong> States including Sikkim & <strong>North</strong> Bengal<br />

in State sector was approved in Dec., 2004.<br />

Revised EFC Memo amounting to Rs. 225 crore<br />

was approved by CCEA during 2006.<br />

• Execution is by concerned States and coordination<br />

by Brahmaputra Board.<br />

Hon’ble PM’s announcement<br />

• “The Government will consider establishing a<br />

cohesive, autonomous, self contained entity<br />

called the Brahmaputra Valley Authority or the<br />

<strong>North</strong> East Water Resources Authority to<br />

provide effective flood control, generate<br />

electricity, provide irrigation facilities & develop<br />

infrastructure. Given managerial and financial<br />

autonomy, equipped with top class manpower,<br />

and backed by Parliamentary sanction, such a<br />

body could be the instrument for transforming<br />

the region.”<br />

• MoWR prepared a proposal for <strong>North</strong> East<br />

Water Resources Authority (NEWRA) in line<br />

with TVA & DVC in consultation with States.<br />

• Government <strong>of</strong> Arunachal Pradesh expressed<br />

some reservation.<br />

Accelerated Irrigation Benefit<br />

Programme<br />

(AIBP)<br />

• In <strong>North</strong> <strong>Eastern</strong> (NE) States, most <strong>of</strong> the schemes<br />

are Minor Irrigation schemes.<br />

• The scope <strong>of</strong> AIBP has been extended to include<br />

Surface minor irrigation projects in special category<br />

states <strong>of</strong> NE, other hilly states and KBK districts <strong>of</strong><br />

Orissa since 1999-2000.<br />

• Prior to December, 2006 the funding was in the ratio<br />

<strong>of</strong> 3:1 (Centre & State) and 90% <strong>of</strong> Centre’s share<br />

was given in the form <strong>of</strong> grant and 10 % as loan to be<br />

arranged by state with effect from 1.4.2004.<br />

• Fund provided as 90% grant & 10% State’s share<br />

since December, 2006.<br />

GW scenario in NE region<br />

• <strong>Development</strong> <strong>of</strong> ground water in <strong>North</strong> <strong>Eastern</strong> Region is<br />

still in nascent stage.<br />

• There is <strong>amp</strong>le scope for development but this region<br />

being hilly, only 30% <strong>of</strong> the existing area can be<br />

developed. (in the valley)<br />

• In the hilly area, the option available is to harvest rainwater<br />

through ro<strong>of</strong> tops <strong>of</strong> buildings.<br />

• Harnessing ground water with proper planning and<br />

management coupled with ro<strong>of</strong>-top rainwater harvesting,<br />

can uplift agro-economic scenario <strong>of</strong> the region.<br />

Flood Forecast Performance<br />

– A level forecast is considered reasonably<br />

accurate if the difference between the forecast<br />

and the corresponding actual observed river<br />

level lies within +/- 15 cm.<br />

- On an average, 2000 level forecasts at various<br />

places in NE region are issued with 97.6%<br />

accuracy during the monsoon season every<br />

year.<br />

- In 2006, 1790 level forecasts were issued with an<br />

accuracy <strong>of</strong> 98.3%.<br />
