A. FLOODS & EROSION CONTROL
FLOOD SCENARIO
• The topographical and the geographical location of North
East Region is unique with the hydro-meteorological
situation making it one of the highest rainfall zone in the
World.
• The main rivers causing floods in the North-east region are
the Brahmaputra, Barak and their tributaries.
• Flood - Main causes:
– High Flows
– Inundation
– Drainage congestion
– Bank erosion
• Floods in Assam are caused mainly due to narrowness of
the valley, high rainfall in the catchment, unstable steep
slopes, long monsoon period etc
BROAD STRATEGY FOR FLOOD &
EROSION MANAGEMENT
• Absolute flood control and protection not feasible;
reasonable degree of protection from flood losses
at economic costs necessary
• A combination of structural and non-structural
measures in a phased manner is the most
accepted strategy for flood management
• A comprehensive approach towards management
of flood
6
Broad Functions of CWC in NE Region
• Flood Forecasting and Warning system
• Maintains Hydro Meteorological stations
• Undertakes surveys and investigation
• Monitoring of Irrigation projects
• Techno economical appraisal of irrigation & flood
management schemes
• Technical Advice to N-E N E States & others
regarding flood and erosion problems.
7
Flood Forecasting & Warning System
Flood Forecasting(FF) & Warning System plays a
significant role in reducing the loss of life and movable
property during floods. CWC have a National Network of
26 FF Stations in NE Region.
Forecasts are formulated using 0800 hrs/ 0900 hrs
water level data and issued at 1000 hrs with advance
warning time ranging from 6 hrs to 36 hrs in NER during
flood season.
GW scenario in NE region
• Development of ground water in North Eastern Region is
still in nascent stage.
• There is ample scope for development but this region
being hilly, only 30% of the existing area can be
developed. (in the valley)
• In the hilly area, the option available is to harvest rainwater
through roof tops of buildings.
• Harnessing ground water with proper planning and
management coupled with roof-top rainwater harvesting,
can uplift agro-economic scenario of the region.
