Objective 4: Develop learning objectives for identifying child trafficking perpetrators<br />

Requirements: Learning objectives should focus on improved understanding of the different types of offenders,<br />

cultural differences, location/community differences, and skill sets that offenders utilize. Efforts<br />

should also be made to eliminate some of the more prevalent stereotypes. Important skills that need to be<br />

developed include effective community mapping, offender interrogation, and victim interviewing. To be<br />

effective, training must aim to produce better situational awareness among officials, improve data collection/intelligence<br />

gathering methods, and develop effective information exchanges between agencies.<br />

Objective 5: Develop learning objectives for interviewing trafficking victims and offenders<br />

Requirements: Learning objectives should focus on improved understanding of the interview process, age<br />

and developmental issues with victims, law enforcement and the investigative process, developing an end<br />

game, and becoming more comfortable working with children. Skill building should be directed at working<br />

through the interview process, conducting victim/child centered interviews, and conducting offender<br />

interviews, which take into account mental status and behavior indicators.<br />

Objective 6: Develop learning objectives for engaging victims<br />

Requirements: Participants dealt with the need for education at all levels by looking at the investigation as<br />

a continuum. <strong>In</strong>vestigations are owned by law enforcement but there are several key players that can enter<br />

the process. Of key importance therefore is identifying which officials should be involved and clearly define<br />

the roles and responsibilities of each. Group members recommended developing a mentoring system<br />

that matches knowledgeable officials with those wishing/needing to learn. Once the right players are identified<br />

provide extensive training and establish good communication channels. It is also important to identify<br />

the best resources/services available for victims and discuss the best practices for engaging them in<br />

the process. Learning to develop a process for accurate, complete, and timely records was also discussed.<br />

Depending on the type of victims dealt with on a regular basis it may also be necessary to identify culturally<br />

specific resources, such as interpreters and clothing, and make them available.<br />

Objective 7: Develop learning objectives for recognizing demand for trafficking victims<br />

Requirements: The public needs to be educated about the connection between prostitution and human<br />

trafficking. The problem is significant, exists in every community, and involves victims of all ages.<br />

<strong>Trafficking</strong> will become a concern when citizens can relate to the problem and realize it is occurring<br />

in their community. Officials should also learn to attack demand through intervention, prevention, and<br />

prosecution.<br />

Objective 8: Develop learning objectives for streamlining the judicial process<br />

Requirements: Learning objectives should focus on understanding different/tribal/<strong>In</strong>ternational criminal<br />

justice systems, recognizing the elements of the crime, identifying additional crimes committed in the<br />

course of trafficking, helping judges understand victim dynamics, and explaining what U.S. Attorneys<br />
