General Description of Huawei Training Service<br />

Huawei Technologies Co., Ltd. understands that cost effective training is the key to the efficient<br />

utilization of today’s technologies; technologies represented by the extensive range of Huawei<br />

equipments, products and overall telecom network operator solutions.<br />

Huawei provides a broad portfolio of high quality training programs for all categories of<br />

purchasers. Training covers the needs of field operations, software commissioning, equipment<br />

operation/maintenance, and network management.<br />

Huawei course designers, specialists in instructional design, professional training and course<br />

development, ensure that Huawei training curricula are based upon market analysis and in-depth<br />

understanding of purchasers’ requirements.<br />

To meet purchaser’s expectations/needs, and also taking into consideration Huawei product<br />

features, we follow a modular, performance-based, instructional curriculum design; focusing on<br />

measurable training objectives and appropriate training sequence and duration.<br />

Training methodologies include lectures, hands-on/real equipment exercises, multimedia<br />

training, computer-based training and troubleshooting simulations, etc.<br />

There are now over 180 standard training programs, consisting of nearly 1000 course modules;<br />

center of excellence for telecom industry training in the Gulf Region & Middle East. It offers<br />

complete training solutions, HR-related development plans & career development consultancy<br />

services, for Telecom industry professionals. The <strong>Academy</strong> provides internationally recognized<br />

courses in the various fields of Telecom Engineering, Information Technology, IT Security,<br />

The annual training figures of the <strong>Academy</strong> are published periodically in the American Society<br />

of Training and Development (ASTD) review report, which benchmark our high quality training<br />

conformity with international standards.<br />

The <strong>Academy</strong> is ISO Certified in training management, technical and business training,<br />

national development programs, career development and training operations. It also provides<br />

consultancy services in human resources development for various local firms, using its highly<br />

<strong>Etisalat</strong>-Huawei NGN trainings<br />

The <strong>Academy</strong> conducts various specialized NGN courses in many practical fields. It also<br />

organizes local, Gulf, Arab and International seminars, conferences, workshops and symposiums<br />

to tackle various practical topics in cooperation with Huawei.<br />

Training Quality Assurance<br />

As training effectiveness and purchaser satisfaction are the keys to our training, a<br />

comprehensive quality assurance system has been established for Huawei training. There is a<br />

dedicated training quality control group in the Huawei training center. A whole set of quality<br />

control regulations have been setup and implemented.<br />

These quality controls are implemented in all main training procedures, including training needs<br />

analysis, courseware quality assurance, training development and delivery processes, instructor<br />

qualification, and training effectiveness surveys. To ensure the fairness and validity of training<br />

satisfaction survey results, Huawei entrusts a third party, such as Gallup, to routinely interview<br />

the trainees. All checks or survey results are fed back to the relevant departments and personnel<br />

to guide improvements in our training solutions.<br />

Class Size<br />

The standard size of a class is 6 - 12 trainees. This number of trainees is in ratio to the<br />

equipment used; ensuring maximum effectiveness of practical training. The size of class is<br />

finally agreed between Huawei and the Purchaser before the start of courses.<br />

residences. As to be expected in a Centre of Excellence all<br />

rooms are provided with satellite TV and internet connections,<br />

• Training Application<br />

Training application and delivery is based on the contract<br />

between the Purchaser and Huawei. Firstly, the<br />

Purchaser and Huawei agree with each other on training<br />

content, number of trainees, training place, and training<br />

cost. Then, the Purchaser informs Huawei of the contact<br />

information (telephone, fax, email) of one person (single<br />

point of contact – SPOC) who is responsible for training<br />

arrangements. Huawei also provides the Purchaser the<br />

contact information of their particular Huawei training<br />

coordinator. All training arrangements agreed between<br />

the contact person acting on behalf of the Purchaser and<br />

the Huawei training coordinator, in compliance with the<br />

contractual agreement.<br />

• Training Delivery Schedule<br />

The purchaser may divide the training into several groups.<br />

To start the training for each group, the training contact<br />

person from the Purchaser sends a training application<br />

(including training courses, number of trainees, training<br />

place, and expected training start date) to the Huawei training<br />

coordinator. Huawei checks if the application complies<br />

with the contract and responds within 3 working days with<br />

a suggested training start date/training timetable.<br />

• Confirmation<br />

Training purchase order & training contracts are the only<br />

proof of confirmation for the Purchaser. Normally, Huawei<br />

expects to get the training applications at least one<br />

month before the training start date. The Purchaser may<br />

confirm or suggest another training start date upon receiving<br />

the suggested training schedule. After the training<br />

timetable being confirmed, the Purchaser informs<br />

Huawei of the name of the trainees, and Huawei sends<br />

training notice to all trainees. If the training is outside<br />

of the Purchaser’s site, the Purchaser also informs<br />

the Huawei training coordinator of travel information<br />

(flight number, destination airport and arrival time) of<br />

the trainees. Huawei sends people to meet trainees at<br />

the airport and brings them to reserved hotel. Huawei<br />

also issues invitation letter to trainees and helps them<br />

with visa applications (if a visa is required).<br />

• Cancellation<br />

The Purchaser can cancel the training or change the<br />

training date at least 10 working days before the start<br />

date. Within 10 working days, any cancellation or transferring<br />

of dates will lead to penalties as described in the<br />

following policies.<br />

Our training center reserves the right to cancel a booking<br />

if we do not receive confirmation (training purchase<br />

order) 10 working days before scheduled training starting<br />

dates.<br />

The following cancellation charges will apply for cancellation<br />

penalties policy:<br />

Please note: Working days means everyday of the week<br />

except Saturday, Sunday and holidays.<br />

Once a course has commenced, if a delegate fails to attend<br />

or withdraws, the full amount of the course will be<br />

payable.<br />

• Training Delivery<br />

Training courses are delivered according to the designed<br />

plan. Normally, each training course consists of instructor<br />

led lectures and hands-on practice on training model.<br />

• Certificate<br />

After the training, training certificates are issued to all<br />

participants upon successful completion.<br />

• Archiving Training Records<br />

Huawei will also keep the training record of all trainees<br />

in Huawei training management database, to maintain an<br />

awareness of trainee status for the purposes of further<br />

training and knowledge transfer.<br />

Evaluation of Training Solution<br />

The purpose of evaluation is to ensure that training service<br />

delivers against the targets set. <strong>Etisalat</strong> training<br />

evaluation system adheres to the four-level evaluation<br />

model originally by Donal Kirkpatrick (reaction, learning,<br />

behavior and results). Measurements on all levels<br />

are adopted according to different kinds of actions needed<br />

to be taken in different courses.<br />

• Reactions:<br />

At this level, how favorably participants react to the<br />

training (customer satisfaction) is measured.<br />

At the end of training delivery in <strong>Etisalat</strong>, training satisfactory<br />

survey are held to evaluate the effectiveness of<br />

the training and give immediate feedback about instructors,<br />

training materials, training environments, etc.<br />

• Learning<br />

At this level, knowledge, skills and attitudes are measured.<br />

There are exams by the end of each section of<br />

training in <strong>Etisalat</strong> and the training examination is divided<br />

into theory examination and practice examination<br />

and covers all knowledge in the related technical fields<br />

for the student.<br />

• Evaluation after delivery<br />

Behavior will measure achievement of performance. Definition<br />

of results is dependent upon the goal of the train-<br />

ing program. Measurements for these two levels evaluates<br />

before training and after training, allows ample time<br />

to observe, consider costs and benefits and only takes<br />

place according to agreement.<br />

by the purchaser; all expenses are charged to<br />

the purchaser.<br />

• <strong>Etisalat</strong> gives a training summary report to the Purchaser<br />

training contact person after the training has finished<br />

Purchaser’s commitment<br />

• Purchaser provides a contact person.<br />

• Purchaser ensures that during the training, the delegates<br />

are present and punctual for training, not disturbed<br />

by daily work.<br />

• Purchaser is responsible for medical expenses of their<br />

delegates in case of incidents during the training.<br />

• Purchaser is responsible for delegates who have not<br />

passed their exam due to absence from the course<br />
