9. The purchaser must have available currently valid license plates to be<br />
transferred to the vehicle.<br />
10. You cannot issue a temporary registration receipt if the purchaser needs a reissue/renewal<br />
or exchange <strong>of</strong> their present license plates from DMV, until that<br />
has taken place.<br />
7.3.5 How to Issue Temporary Registration Receipts<br />
You cannot issue a temporary registration receipt if the plates to be transferred are not<br />
registered in the name <strong>of</strong> the vehicle purchaser.<br />
To issue a temporary registration receipt to a customer you must:<br />
a. Keep one copy <strong>of</strong> the VSA-27 for your records.<br />
b. Send one copy to DMV, to request that the transfer <strong>of</strong> plates and registration <strong>of</strong><br />
the newly purchased vehicle be processed and recorded in DMV’s files.<br />
c. You should give one copy to your customer: the customer’s copy serves as<br />
authorized pro<strong>of</strong> that the transfer <strong>of</strong> plates was conducted in a legal manner with<br />
you, the dealer, acting as an agent <strong>of</strong> DMV.<br />
d. Complete VSA-27 “Temporary Registration Receipt” and distribute the copies as<br />
indicated on the form.<br />
Submit to DMV:<br />
e. The third copy <strong>of</strong> the VSA-27 which serves as application for transfer <strong>of</strong> license<br />
plates, along with appropriate fee. (See Chapter 5 for information on vehicle<br />
licensing.)<br />
f. Proper application for title and appropriate fees. (See Chapter 3 for Information<br />
on Vehicle Titling)<br />
g. Sales and Use Tax (See Chapter 4 for information on fee calculation)<br />
h. UMV fee if applicable (see Chapter 6 for information on fee calculation)<br />
i. If the vehicle is properly insured, do not collect the UMV fee.<br />
j. If the vehicle is NOT insured, check the registration card <strong>of</strong> the vehicle the plates<br />
were previously used on. If your customer paid the UMV fee for his previously<br />
licensed vehicle, that fee will cover any vehicle to which they transfer the license<br />
plates until the end <strong>of</strong> the registration period. (In other words, the UMV fee<br />
covers the metal license plates until they expire) In this case, do not collect the<br />
UMV fee.<br />
