CHAPTER 6: UNINSURED MOTER VEHICLE FEE & LICENSE FEE<br />
• Code <strong>of</strong> <strong>Virginia</strong>: §46.2-706 and §46.2-706.1<br />
6.1 DLR 600-UNINSURED MOTOR VEHICLE FEE<br />
6.1.1 When the <strong>Dealer</strong> Must Collect the Uninsured <strong>Motor</strong> Vehicle Fee<br />
You the dealer must collect from your customer and submit to DMV the UMV fee, if it is<br />
required.<br />
a. Whenever you act on behalf <strong>of</strong> your customer and file the application for the<br />
original vehicle license plates or the application to transfer plates<br />
or<br />
b. Whenever you issue temporary license plates for a vehicle.<br />
6.1.2 When Collection <strong>of</strong> Uninsured <strong>Motor</strong>ist Vehicle Fee is Required<br />
The owner <strong>of</strong> a motor vehicle must pay the UMV fee at the time he applies to license the<br />
vehicle when the following conditions exist:<br />
a. his or her vehicle is not currently insured under a policy which provides at least<br />
minimum coverage as required by law<br />
b. The policy is not issued by a company licensed to do business in <strong>Virginia</strong>.<br />
NOTE: DMV does not require a UMV fee on trailers or semi-trailers.<br />
6.1.3 How to Calculate the Uninsured <strong>Motor</strong>ist Vehicle Fee<br />
a. The amount <strong>of</strong> the fee is calculated on the $500.00 fee annually or 1/12 th the fee<br />
for each month <strong>of</strong> registration, if original license period is less than 12 months.<br />
b. If the plates were originally bought for less than one year, and prorated, then you<br />
should prorate the UMV fee in like manner.<br />
c. If the plates are bought for an entire year, collect the entire applicable fee (even if<br />
the plates will be used on an uninsured vehicle for a portion <strong>of</strong> the year).<br />
6.1.4 Where to Submit the Uninsured <strong>Motor</strong>ist Vehicle Fee<br />
Payments through MVDB licensed dealers shall be made to the MVDB, 2201 West<br />
Broad Street, Suite 104, Richmond, VA 23220. Payments through a DMV licensed<br />
dealer shall be made to DMV’s <strong>Dealer</strong> Services Work Center at DMV headquarters, 2300<br />
West Broad Street, Room 417, Richmond, VA 23220.<br />
6.1.5 Payment <strong>of</strong> the Uninsured <strong>Motor</strong>ist Vehicle Fee Provides No Insurance<br />
If you collect the UMV fee from one <strong>of</strong> your customers, you should advise them that<br />
their payment <strong>of</strong> the UMV fee in no way provides insurance coverage for them or the<br />
vehicle.<br />
