5.2 DLR 505-OBTAINING AN OWNER’S REGISTRATION CARD &<br />

TRANSFERRING PREVIOUSLY ISSUED LICENSE PLATES<br />

5.2.1 Applying to Transfer Vehicle License Plates<br />

Your customer may want to trade in his/her old vehicle on a different one and retain the<br />

current valid license plates. DMV allows owners to transfer plates for one vehicle to<br />

another by completing a “transfer <strong>of</strong> license plates” transaction.<br />

Note: This procedure uses the controlled VSA-14 “Application for Registration” use <strong>of</strong><br />

this form makes application to DMV to transfer plates, but it does not provide your<br />

customer with a temporary registration card. You may use the controlled VSA-27<br />

(Temporary Receipt) both to apply for transfer and to furnish your customer with a legal<br />

temporary registration card, provided that:<br />

a. your dealership stocks and issues the VSA-27<br />

b. your customer meets the requirements<br />

c. the required fee <strong>of</strong> $2.00 is collected unless there is a weight increase; then the fee<br />

may be greater than $2.00<br />

VEHICLE DEALER OR OWNER<br />

When the vehicle owner (or dealer) applies to DMV to transfer license plates from one<br />

vehicle to another, the owner or dealer must take the following steps:<br />

a. Verify the owner(s) <strong>of</strong> the vehicle to which the plates are currently issued is also<br />

the owner(s) <strong>of</strong> the vehicle to which the plates will be transferred.<br />

b. Verify that the owner(s) has both license plates and all validation decals (if any)<br />

which are currently issued.<br />

c. If the owner(s) does not have both:<br />

1) Complete form VSA-14.<br />

2) Check the re-issue blocks and record the information which describes the<br />

vehicle to which the plates are currently issued.<br />

3) Verify the license series <strong>of</strong> the currently issued plate is correct for the<br />

vehicle to which they will be transferred.<br />

d. If the plates are incorrect for the vehicle:<br />

1) Complete form VSA-14; checking the exchange block.<br />

2) Record the information which describes the vehicle to which the plates are<br />

currently issued.<br />

3) Review application to determine type <strong>of</strong> license plates requested/chosen<br />

by the applicant.<br />

e. If the plates are correct for the vehicle, review the application to determine the<br />

type <strong>of</strong> license plates requested/chosen by the applicant.<br />

f. Check the transfer block.<br />

g. Record the information which describes the vehicle to which the plates will be<br />

transferred.<br />

h. Calculate and collect fees as follows:<br />
