CHAPTER 5: VEHICLE REGISTRATION & LICENSING<br />
5.1 DLR 500-OBTAINING AN OWNER’S REGISTRATION CARD & NEW<br />
VEHICLE LICENSE PLATES<br />
5.1.1 Applying for Standard Series License Plates<br />
a. vehicle owner must hold or apply for a <strong>Virginia</strong> title for the vehicle<br />
b. vehicle owner (or <strong>Dealer</strong>) must submit a completed VSA-14, VSA-15, VSA-17A<br />
or VSA-19<br />
c. submit appropriate standard registration fee for the vehicle<br />
NOTE: If the applicant requests a special plate collect the additional fee in<br />
addition to the regular registration fee. If the vehicle is uninsured, refer<br />
to Chapter 6.<br />
5.1.2 Applying for Reserved License Plates<br />
a. vehicle owner must hold or apply for a <strong>Virginia</strong> title for the vehicle<br />
b. form VSA-10 Application for Personalized License Plates<br />
c. appropriate standard registration fee for the vehicle<br />
d. reserve license plate fee in addition to other fees<br />
e. uninsured motorist fees if the vehicle is uninsured<br />
If the requested reserved license plate number is not available, DMV will notify the<br />
vehicle owner. The owner then may either choose a different reserved plate number<br />
or obtain a refund <strong>of</strong> the reserved plate fee.<br />
5.1.3 Applying for Special Series License Plates<br />
The DMV makes several series <strong>of</strong> license plates available for use on vehicles owned by<br />
special interest groups. Consult the DMV Customer Contact Center for additional<br />
information.<br />
a. vehicle owner must hold or apply for a <strong>Virginia</strong> title for the vehicle<br />
b. form VSA-10 Application for requested license series plus the additional license<br />
fee, if any<br />
c. appropriate standard registration fee for the vehicle<br />
d. uninsured motorist fees if the vehicle is uninsured<br />
