b. Note the type <strong>of</strong> needed evidence <strong>of</strong> ownership (title, registration, etc.) and the<br />

word “DEALER”.<br />

1) The title will not be released until the evidence <strong>of</strong> ownership is received.<br />

2) If dealer is responsible for obtaining evidence <strong>of</strong> ownership, a Held Code<br />

will be entered on the title record to reflect a dealer held condition<br />

(“DLR.”)<br />

3) DMV will return the original application form to the dealer for submittal<br />

at a later date with the needed “evidence <strong>of</strong> ownership” documents.<br />

Note: Please annotate on theVSA-17A or VSA-17B that pro<strong>of</strong> <strong>of</strong> address has<br />

been cited.<br />

Note: If dealer is requesting title and registration for a customer, it is the dealer’s<br />

responsibility to submit the requested evidence <strong>of</strong> ownership to DMV.<br />

c. “REG ONLY” will be printed on the owner’s registration card.<br />

d. completed application for temporary registration:<br />

1) form Temporary Certificate <strong>of</strong> Registration (VSA-01) if titling a car or<br />

truck<br />

2) form Temporary Certificate (DSD-5) if titling a trailer, motorcycle, or<br />

T&M vehicle<br />

e. copy <strong>of</strong> the Bill <strong>of</strong> Sale/Buyers Order<br />

3.11 DSD-350 TITLE & REGISTRATION FOR DIPLOMATS, STAFF<br />

ASSISTANTS & FAMILY MEMBERS<br />

The United States <strong>Department</strong> <strong>of</strong> State, Diplomatic <strong>Motor</strong> <strong>Vehicles</strong> Division is<br />

responsible for a full range <strong>of</strong> motor vehicle services for the foreign mission community.<br />

This program, which is administered in accordance with U.S. laws, regulates the<br />

acquisition, registration, and disposition <strong>of</strong> all motor vehicles belonging to foreign<br />

missions and their members. It verifies that mandated insurance standards are maintained;<br />

ensures that members <strong>of</strong> the foreign mission community and their families are issued<br />

U.S. <strong>Department</strong> <strong>of</strong> State driver licenses, and monitors driving records to ensure unsafe<br />

drivers are removed from the road.<br />

Registration and Titling<br />

a. To fulfill the requirements <strong>of</strong> the Congressional mandates <strong>of</strong> the Foreign Missions<br />

Act <strong>of</strong> 1982, as amended in 1983, and to ensure that adequate liability insurance<br />

coverage is maintained, the U.S. <strong>Department</strong> <strong>of</strong> State requires that all vehicles<br />

owned, leased, or otherwise operated by a mission, its members, and dependents<br />

<strong>of</strong> such members must be registered with the Diplomatic <strong>Motor</strong> Vehicle Office<br />

(DMV), Office <strong>of</strong> Foreign Missions, U.S. <strong>Department</strong> <strong>of</strong> State, and must bear<br />

distinctive red, white and blue federal license plates.<br />

b. In order to properly register a vehicle, all original ownership documents (and a<br />

copy <strong>of</strong> the leasing agreement, if applicable) must be submitted at the time <strong>of</strong><br />

registration to that <strong>of</strong>fice. All vehicles must be properly insured at or above the<br />

minimum liability limits listed (see Financial Responsibility for limits).<br />

c. Once the proper documentation for registration is received, the <strong>Department</strong> <strong>of</strong><br />

State issues an appropriate registration card, license plates and decals valid for<br />

one year. The vehicle title is retained by the DMV until the owner applies for a<br />
