c. if the vehicle is titled in <strong>Virginia</strong>, submit a DMV transcript showing the last<br />
registered owner(s) and lienholder(s)<br />
NOTE: The transcript must have the NCIC message indicating the vehicle was<br />
checked on NCIC.<br />
Or submit form CRD-93, with the following indicated:<br />
a. the last registered owner(s) and lienholder(s)<br />
b. the NCIC stamp indicating the vehicle was checked on NCIC<br />
c. the "Information Given" Notation<br />
d. if the vehicle is not titled in <strong>Virginia</strong>, submit form CRD-93, on which DMV<br />
headquarters provided the following information:<br />
• NOC (“not on computer”) indicating that the record was not found on<br />
the automated system<br />
• the NCIC stamp indicating the vehicle was checked on NCIC<br />
• the “No Record Found” Notation<br />
e. Since until October 1, 2009, a motor vehicle stored in self-storage is considered<br />
personal property, per § 55-417 et. seq. <strong>of</strong> the Code <strong>of</strong> <strong>Virginia</strong>, it is not necessary<br />
to check any other states for ownership. A person, who purchases this vehicle at<br />
public auction from the self-storage owner, may submit:<br />
• an Application for Title, VSA-17A or VSA-17B, as applicable, and<br />
• an affidavit by the person conducting the public auction evidencing<br />
compliance with the provisions <strong>of</strong> § 55-419<br />
DMV shall then issue a certificate <strong>of</strong> title to the purchaser.<br />
f. If the completed CRD-93 Form contains the last registered owner(s) and/or<br />
lienholder(s), submit, (NO MATTER WHERE titled):<br />
• signed receipt(s) for registered mail indicating that the owner(s) and<br />
lienholder(s) were notified <strong>of</strong> the intent to apply for a <strong>Virginia</strong> title if<br />
the vehicle remains unclaimed after 30 days.<br />
NOTE: If returned undelivered, or not accepted, the customer must have the unopened<br />
returned envelope(s) with the registered or certified receipt(s) attached.<br />
SELF-STORAGE FACILITY - NOTICE OF INTENT TO SELL (UNTIL October 1,<br />
2009)<br />
a. Arrange for the vehicle to be sold at public auction.<br />
b. Notify any owners and lienholders, by telephone, <strong>of</strong> the intent to sell the vehicle.<br />
c. Notify any owners and lienholders, by certified mail, return receipt at least 10<br />
days prior to the auction, <strong>of</strong> the date, time, and place <strong>of</strong> the sale.<br />
NOTE: The delivery date shown on the certified mail return receipt will be used<br />
to assure that the owner and lienholder have received notice at least 10 days prior<br />
to the sale.<br />
