1) the “Mechanic’s or Storage Lien Title Application”, form VSA-41, with all<br />
required attachments<br />
2) a bill <strong>of</strong> sale from the MSL lienholder to the purchaser<br />
3) completed VSA-17A, “Application for Certificate <strong>of</strong> Title and Registration,”<br />
showing all pertinent lien information<br />
4) appropriate motor vehicle sales and use tax and title fee and registration fee<br />
(see special instructions for Emission Inspections Fee) see DLR 610 p. 1 if<br />
applicable (see Chapter 4 for information on fee calculation)<br />
3.9.5 Self Storage Facilities (This section is only valid until October 1, 2009)<br />
f. A vehicle stored in a self-storage facility for which storage payment has not been<br />
made does NOT come under the abandoned vehicle statutes, nor the Mechanic’s<br />
and Storage Lien process. It is instead covered by § 55-417, Code <strong>of</strong> <strong>Virginia</strong>.<br />
The vehicle MUST be auctioned at a public auction.<br />
g. Prior to auction, the self-storage facility owner should request ownership<br />
information from DMV by completing an “Information Request” (CRD-93)<br />
which will be forwarded to DMV headquarters and paying the appropriate vehicle<br />
transcript fee. The vehicle ownership information should be requested because the<br />
person(s) who has stored the vehicle may or may not be the rightful vehicle<br />
owner(s)<br />
h. Upon receipt <strong>of</strong> the ownership information, the self-storage owner is responsible<br />
for notifying all persons having interest in the vehicle (i.e., lienholder, owner).<br />
This notification <strong>of</strong> the vehicle's status must be by registered or certified mail,<br />
(return receipt requested) and must advise them to pay the outstanding storage<br />
payment, reclaim and remove their vehicle within 30 days. If the vehicle owner<br />
does not comply within 30 days, the self-storage owner must then sell the vehicle<br />
at public auction.<br />
SELF-STORAGE OWNER<br />
Code <strong>of</strong> <strong>Virginia</strong>: §§ 55-416 through 55-423<br />
a. The self-storage owner must obtain the name and address <strong>of</strong> the last registered<br />
owner, as well as the lienholder information, if the vehicle is titled in <strong>Virginia</strong>. (If<br />
the vehicle is not titled in <strong>Virginia</strong>, see Number 5 below). To obtain the name and<br />
address <strong>of</strong> the last registered owner, the self-storage owner must give DMV the<br />
vehicle owner's name and address that was provided to them at the time <strong>of</strong> rental.<br />
DMV will compare the information with what we have on record and provide the<br />
correct information to the self-storage owner per § 46.2-208 (6). This request<br />
must be in writing using an "Information Request" (CRD-93). The self-storage<br />
owner can obtain the lienholder information per § 46.2-208 (7).<br />
b. Complete an “Information Request” (CRD-93) requesting the name and address<br />
<strong>of</strong> the last registered owner(s) and lienholder(s) <strong>of</strong> the stored vehicle. Submit the<br />
form CRD-93 with the appropriate vehicle transcript fee.<br />
