<strong>Virginia</strong> <strong>Dealer</strong>’s <strong>Manual</strong><br />

The vehicle owner (or dealer) submits to DMV:<br />

a. form VSA-17A, “Application for Certificate <strong>of</strong> Title and Registration”<br />

b. documents acceptable as pro<strong>of</strong> <strong>of</strong> ownership (see chart on page 2)<br />

c. appropriate title fee and appropriate sales and use tax<br />

d. appropriate registration fees, if vehicle is to be registered<br />

3.3.2 Required Evidence <strong>of</strong> Ownership Letter<br />

This letter, VSA-64, will be provided to the dealer to describe what document(s) is<br />

needed in order to process the transaction. For out <strong>of</strong> state vehicles please consult the<br />

state <strong>of</strong> title for more information.<br />

3.4 DLR 315-APPLYING FOR A REPLACEMENT TITLE<br />

When a customer sells or trades vehicle to your dealership, he must possess and present<br />

to you a valid title in his name showing that the vehicle is truly owned by him. You<br />

cannot purchase a vehicle in <strong>Virginia</strong> without receiving a title for the vehicle. If the title<br />

to the customer’s vehicle has been lost, or is otherwise missing, the owner must obtain a<br />

replacement title from DMV or the state in which his vehicle is titled before the sales or<br />

trade transaction may be completed.<br />

3.4.1 Vehicle Titled in Another State<br />

a. If your customer’s vehicle is titled in another state, it is his responsibility to<br />

contact the appropriate authority in that state and secure a valid replacement title<br />

in his name. If the title shows a lien and it has been satisfied, the vehicle<br />

owner/applicant must have that title returned to the lienholder to be marked “lien<br />

satisfied” or provide a lien release letter from the lienholder on their letterhead.<br />

b. A title with no lien will be delivered by DMV to either the vehicle owner or the<br />

dealer, provided he holds an appropriate Power <strong>of</strong> Attorney. However, if the title<br />

shows a lien, DMV must deliver the title to the lienholder (either by mail or<br />

electronically).<br />

3.4.2 Vehicle Titled in <strong>Virginia</strong><br />

VEHICLE OWNER OR DEALER<br />

If your customer’s vehicle is titled in <strong>Virginia</strong>, the vehicle owner (or dealer) submits to<br />

DMV:<br />

• completed VSA-66, “Application for Supplemental Lien, Transfer <strong>of</strong> Lien,<br />

Replacement Title Certificate or Substitute Title Certificate”<br />

• appropriate fees<br />

a. If the title shows a lien and it has been satisfied, the vehicle owner/applicant must<br />

either have that title returned to the lienholder to be marked “lien satisfied” or<br />

obtain a letter <strong>of</strong> lien satisfaction from the lienholder.<br />

NOTE: If the lien is electronic, a letter <strong>of</strong> satisfaction is insufficient. The<br />

electronic lienholder MUST release their lien electronically.<br />

b. A title with no lien against it will be delivered by DMV to either the vehicle<br />

owner or the dealer, provided he holds an appropriate Power <strong>of</strong> Attorney.<br />
