NOTES:<br />
1. If applicant requests a Special plate, collect additional fee in addition to regular<br />
registration fee.<br />
2. If title is not in hand, submit all other paperwork, fees and taxes and request a<br />
dealer hold. Deliver title to DMV as soon as possible as held titles do not print<br />
nor do they update the National <strong>Motor</strong> Vehicle Titling Information System<br />
(NMVTIS). It is the dealer’s responsibility to deliver the title to DMV.<br />
3.2.3 When the Previous Owner Holds an Out-<strong>of</strong> State Title<br />
a. PREVIOUS OWNER<br />
If the previous owner <strong>of</strong> the vehicle holds a valid, transferable title issued by another<br />
state, he completes the paperwork necessary for transfer <strong>of</strong> vehicle ownership as<br />
directed by instructions on the title document or by laws <strong>of</strong> the issuing state. This<br />
usually involves supplying required information including the odometer disclosure<br />
certification, and signatures on the title form. He then gives the assigned title along<br />
with any other paperwork, such as a lien release letter, to the dealer.<br />
b. FIRST AND ALL OTHER DEALERS TO ASSUME OWNERSHIP<br />
1) The first and each successive <strong>Virginia</strong> dealer to assume ownership <strong>of</strong> the<br />
vehicle completes the valid, transferable out-<strong>of</strong>-state title with available space.<br />
If an out-<strong>of</strong>-state dealer has used a foreign state’s supplemental reassignment<br />
form, the <strong>Virginia</strong> dealer, when reassigning must continue on that form and<br />
not add a <strong>Virginia</strong> Reassignment. If the last reassignment space has been<br />
used, a <strong>Virginia</strong> dealer may complete one block <strong>of</strong> a VAD-20, “Reassignment<br />
<strong>of</strong> Title by <strong>Virginia</strong> <strong>Motor</strong> Vehicle <strong>Dealer</strong>,” and give this form,<br />
along with the title, to the dealer who has purchased the vehicle from him.<br />
2) After maximum <strong>of</strong> four re-assignments, counting a combination <strong>of</strong> those<br />
on the title and the in-state assignment forms, a dealer must obtain title in<br />
the dealership’s name before he can sell the vehicle. All papers pertaining<br />
to the reassignment <strong>of</strong> the title must be kept together and given to the next<br />
purchaser.<br />
c. DEALER WHO MAKES RETAIL SALE OF THE VEHICLE TO A<br />
CUSTOMER<br />
The dealer who sells the vehicle to a retail purchaser takes the following actions:<br />
1) executes assignments and odometer disclosure certification on the previous<br />
title<br />
2) ensures that the purchaser completes and signs the VSA-17A, “Application<br />
for Certificate <strong>of</strong> Title and Registration”<br />
3) verifies that the lien information section <strong>of</strong> the VSA-17A has been completed<br />
correctly<br />
