nor do they update the National <strong>Motor</strong> vehicle Titling Information System<br />
(NMVTIS). It is the dealer’s responsibility to deliver the title to DMV.<br />
3.2.2.2 Used Vehicle Sold by Two or More <strong>Dealer</strong>ships Successively<br />
a. PREVIOUS OWNER<br />
The previous owner <strong>of</strong> the vehicle fills out Section A <strong>of</strong> the Certificate <strong>of</strong> Title,<br />
“Assignment <strong>of</strong> Title by Owner,” and gives the title to the dealer. <strong>Dealer</strong><br />
completes section A, verifying odometer reading.<br />
b. FIRST DEALER TO ASSUME OWNERSHIP<br />
The first dealer to assume ownership <strong>of</strong> the vehicle fills out Section B on the<br />
reverse <strong>of</strong> the Certificate <strong>of</strong> Title, “Re-Assignment <strong>of</strong> Title by <strong>Dealer</strong>,” and gives<br />
the title to the dealer who has purchased the vehicle from him. That dealer<br />
completes section B at this time, verifying odometer reading.<br />
c. SECOND AND ALL OTHER DEALERS TO ASSUME OWNERSHIP<br />
Each successive dealer to assume ownership <strong>of</strong> the vehicle completes the first<br />
unused (numbered) section <strong>of</strong> the title or, if filled, theVAD-20, Re-Assignment <strong>of</strong><br />
Title by <strong>Virginia</strong> <strong>Motor</strong> Vehicle <strong>Dealer</strong>, “and gives this form, along with the title<br />
to the dealer who has purchased the vehicle.<br />
(If all three reassignment sections on the VAD-20 are used, the dealer must obtain<br />
a title in his name. All papers pertaining to re-assignment <strong>of</strong> title must be kept<br />
together and given to the next purchaser.)<br />
If the title was unavailable at the time the VAD-20 was executed and when the<br />
title arrives, the re-assignment portion is blank, enter the number <strong>of</strong> the VAD-20<br />
and a note to see the attached VAD-20 in the reassignment area <strong>of</strong> the title<br />
(Section B).<br />
d. DEALER WHO MAKES RETAIL SALE OF THE VEHICLE TO A<br />
CUSTOMER<br />
1) The dealer who sells the vehicle to a retail purchaser takes the following<br />
actions:<br />
2) ensures that the purchaser completes and signs the VSA-17A,<br />
“Application for Certificate <strong>of</strong> Title and Registration”<br />
3) NOTE: If applicant requests a Special Plate, collect the additional fee in<br />
addition to regular registration fee.<br />
4) verifies that the lien information section <strong>of</strong> the VSA-17A has been<br />
completed correctly, and corrects any errors or omissions<br />
5) Calculates the amount <strong>of</strong> fees due for the sales and use tax, using the sale<br />
price and dealer processing fee if applicable, the title fee and registration<br />
fee (see special instructions for Emissions inspection Fee) see DLR 610<br />
p.1 if applicable (see chapter for information on fee calculation)<br />
6) Ensures the odometer certification on the VSA-17A matches that on the<br />
title certificate and that the title is accurate and complete.<br />
7) Collects the fees and taxes from the purchaser<br />
8) Submits to DMV within 30 days <strong>of</strong> the sale date, and includes the<br />
following:<br />
9) the old title with Sections A and B completed<br />
10) the completed VAD-20 (if needed) and the completed VSA-17A<br />
