Chapter 3: VEHICLE TITLING<br />

3.1 DLR 300-TITLING A VEHICLE<br />

3.1.1 Titling a New Vehicle<br />

PURCHASER<br />

The purchaser <strong>of</strong> the new vehicle completes and signs form VSA-17A, “Application for<br />

Certificate <strong>of</strong> Title and Registration”.<br />

DEALER<br />

The dealer shall calculate the amount <strong>of</strong> the title fee and registration fee (see special<br />

instructions for Emissions Inspection Fee, DLR 610 p.1 if applicable, see Chapter 4 for<br />

information on fee calculation), taxes due for the <strong>Motor</strong> Vehicle Sales and Use Tax,<br />

(SUT) using the sales price and dealer processing fee if applicable, and the Uninsured<br />

<strong>Motor</strong> Vehicle Fee (if appropriate) and collect the fees and taxes from the purchaser.<br />

The dealer then submits to DMV:<br />

a. form VSA-17A “Application for Certificate <strong>of</strong> Title and Registration”<br />

b. Manufacturer’s Statement/Certificate <strong>of</strong> Origin (MSO/MCO) for the vehicle<br />

c. appropriate fees.<br />

d. Odometer Disclosure Statement, (VSA-5), if not disclosed on the MSO/MCO<br />

NOTE: If applicant requests a Special Plate, collect the additional registration fee.<br />

NOTE FOR ONLINE DEALERS: When titling and registering with new license plates<br />

or transferring plates with a renewal, edits in the transactions will only be invoked in the<br />

“pending” or “step one” edit transactions submitted. If a transaction is not flagged at that<br />

point, it will not be flagged in the subsequent “final” or “step four” edit <strong>of</strong> the update<br />

transaction. If the “registration period/expiration date” edit is invoked and an error<br />

generated, the online dealer will receive the following messages [the messages will also<br />

be returned when the vendor passes the fee, based on a different registration period (such<br />

as either one or two years) different that the two-month period required due to a SR22 or<br />

FR44 insurance verification requirement]:<br />

“V1131 REGISTRATION LIMITED TO TWO MONTHS – FUTURE EXP<br />

DT IS “mmyy”: Where “mmyy” will be the month and year expiration <strong>of</strong> the<br />

registration period (such as “0309” for a March, 2009 expiration)<br />

The following message will be returned to the online dealer when the vehicle is titled and<br />

registration transferred with a renewal for a customer with a requirement for a SR22 or<br />

FR44. This message will be sent so that the dealer doesn’t allow the customer to leave<br />

with decals allowing more than two months <strong>of</strong> validity, then discover the situation for the<br />

first time upon processing <strong>of</strong> the renewal transaction afterwards:<br />
