b. You may choose to issue temporary registration receipts (VSA-27) as a benefit to<br />

those customers who are eligible, although you are not required by DMV to do so.<br />

There are other (non-controlled) Forms for your customer. However the VSA-27<br />

is the only form which, when properly issued, gives the customer a legally<br />

recognized registration for his newly purchased and licensed vehicle.<br />

c. The customer’s copy <strong>of</strong> the temporary registration receipt is valid either 30 days,<br />

or until DMV processes his application for transfer <strong>of</strong> plates and registration and<br />

issues the customer a permanent registration card, whichever comes first.<br />

Note: A complete and detailed explanation <strong>of</strong> the conditions and procedures you should<br />

follow to issue the receipts to your customers is found in Chapter, 7 Procedure DLR 710.<br />

2.2.2 Obtaining/<strong>Dealer</strong>’s Record <strong>of</strong> Temporary Registration Receipts<br />

NOTE:<br />

If you are a Print on Demand (PoD) participating dealer, these will automatically print<br />

with your print <strong>of</strong> the tag. This section through section 2.2.5 do not apply to PoD dealers.<br />

Temporary registration receipts may be secured at any branch <strong>of</strong>fice or by mail by<br />

completing a <strong>Dealer</strong> Request for DMV Forms, DSD-36 “<strong>Dealer</strong> Request for DMV<br />

Forms” and fax to the number shown on DSD-36.<br />

It is your responsibility to maintain a supply <strong>of</strong> temporary registration receipts adequate<br />

to meet your needs. You must keep a written record <strong>of</strong> each receipt by filling the second<br />

copy <strong>of</strong> the VSA-27 marked <strong>Dealer</strong>’s Copy. Your copy should be readily available for<br />

inspection by our DMV Investigator.<br />

2.2.3 How to Order Temporary Receipts<br />

The steps to obtain temporary registration receipts are as follows:<br />

a. The Receipt for money Paid for Transfer <strong>of</strong> License Plates (VSA-27) will be<br />

furnished to the dealers at any DMV Branch Office without completing an<br />

application for Temporary Registration Receipts.<br />

b. Issue temporary registration receipts to your customers as needed when<br />

processing the transfer <strong>of</strong> their license plates.<br />

c. You must request temporary registration receipts in multiples <strong>of</strong> 100 only.<br />

d. The VSA-27’s may be ordered by fax by completing the <strong>Dealer</strong> Request- DMV<br />

Forms (DSD-36) and faxed to (804) 367-1054.<br />

2.2.4 Maintaining an Adequate Supply & Required Records<br />

a. It is your responsibility to maintain an adequate supply <strong>of</strong> temporary registration<br />

receipts. You should allow one week for processing by DMV.<br />

b. Records covering the issuance <strong>of</strong> your Temporary Registration Receipts must be<br />

maintained for a period <strong>of</strong> five years.<br />
