2.1.4 DMV/MVDB Fills Your Order for non-PoD Temporary Tags<br />

DMV/MVDB processes your order for temporary plates and sends you a complete packet<br />

containing the plates and all associated forms needed to issue and account for the plates.<br />

Specifically, the packet includes:<br />

• the temporary license plates<br />

• a supply <strong>of</strong> DSD-5 Forms, “Temporary Certificate” or VSA-01 forms, “Temporary<br />

Certificate <strong>of</strong> Registration”<br />

• a blank DSD-4, “<strong>Dealer</strong> Application for Temporary Registration/Transport Plates.”<br />

2.1.5 <strong>Dealer</strong> Verifies Shipment is Complete<br />

When you receive an order <strong>of</strong> temporary plates from DMV, you should check the<br />

contents <strong>of</strong> the packet carefully to insure that it contains:<br />

• a sufficient supply <strong>of</strong> all forms listed above (if licensed by DMV, then DSD-5’s, or<br />

if licensed by the MVDB, then VSA-01’s)<br />

• the correct number <strong>of</strong> plates that you ordered<br />

If you find that your order is incorrect or incomplete in any way, you should immediately<br />

notify <strong>Dealer</strong> Services at the DMV Central Office in Richmond, <strong>Virginia</strong>.<br />

2.1.6 Maintaining an Adequate Supply<br />

It is your responsibility to maintain a supply <strong>of</strong> temporary plates adequate to meet your<br />

needs. To allow time for processing by DMV, you should always submit your new order<br />

at least two weeks before you expect to run out <strong>of</strong> your current order.<br />

2.1.7 Refund for Unused Plates Not Generally Allowed<br />

DMV will not allow you any credit, or refund any money for unused temporary licensee<br />

plates, except in the following circumstances:<br />

a. DMV discontinues your right to issue temporary licensee plates because you have<br />

failed to comply with the Code <strong>of</strong> <strong>Virginia</strong> (which contains laws governing the<br />

issuance <strong>of</strong> temporary license plates by a dealer)<br />

b. your dealership goes out <strong>of</strong> business<br />

c. Your dealership switched to PoD temporary tags, in which case refunds will be<br />

for unopened packs <strong>of</strong> temporary plates only.<br />

DMV will not give a refund for less than 10 sets <strong>of</strong> plates, no exceptions.<br />

2.2 DLR 205-TRANSFERRING PLATES<br />

2.2.1 What is a Temporary Registration Receipt<br />

a. A temporary registration receipt is actually a DMV three part form (VSA-27)<br />

which you may use when your customer wishes to apply to transfer his private<br />

license plates from a previously owned vehicle to a newly purchased vehicle.<br />
