Temporary Plates”. This form must be submitted to and approved by the <strong>Dealer</strong><br />
Services staff in DMV Headquarters {Fax to (804) 367-2723}. For the PoD tags,<br />
only vehicles being titled and registered out-<strong>of</strong>-state will be permitted to have a<br />
third issuance. Permission is not required as long as the application for the PoD<br />
plate indicates an out-<strong>of</strong>-state titling and registration. For <strong>Virginia</strong> titled and<br />
registered vehicles, the requirement <strong>of</strong> titling within 30 days <strong>of</strong> purchase will<br />
allow the issuance <strong>of</strong> metal plates and the expiration <strong>of</strong> the first set <strong>of</strong> temporary<br />
tags.<br />
2.1.2 Overview <strong>of</strong> DMV’s Method <strong>of</strong> Control <strong>of</strong> non-PoD Temporary Tags<br />
Note: A complete and detailed explanation <strong>of</strong> how to order and receive temporary tags is<br />
included below in this procedure; the conditions and procedures you should follow to<br />
issue tags to your customers are found in Chapter 7, procedure DLR 705.)<br />
1) The use <strong>of</strong> temporary license plates is regulated by DMV and you must keep<br />
the second copy <strong>of</strong> the “Temporary Certificate”, DSD-5, (for dealers licensed<br />
by DMV) or <strong>of</strong> the “Temporary Certificate <strong>of</strong> Registration”, VSA-01 (for<br />
dealers licensed by the MVDB) for five years.<br />
2) In general terms, the steps involved in obtaining and accounting for temporary<br />
plates are as follows:<br />
a. you submit an order for a number <strong>of</strong> temporary plates to DMV/MVDB<br />
b. DMV processes your order and sends you the plates.<br />
c. you receive your order which contains the plates you requested, and other forms<br />
you will need for issuing and accounting for temporary plates<br />
d. you issue temporary plates to your customers as needed<br />
2.1.3 How to Order non-PoD Temporary Tags<br />
To obtain an order <strong>of</strong> temporary license plates, you should submit to DMV/MVDB<br />
• Completed DSD-4, “<strong>Dealer</strong> Application for Temporary Registration/Transport<br />
Plates” indicating the number <strong>of</strong> sets <strong>of</strong> plates and type <strong>of</strong> plates you are<br />
requesting<br />
o You must order temporary plates in multiples <strong>of</strong> 10 sets only (for example,<br />
10 sets, 20 sets, 30 sets, etc.).<br />
o appropriate fee for the number <strong>of</strong> plates ordered<br />
o NOTE: Payment must be DEALERSHIP credit card or DEALERSHIP<br />
check ONLY.<br />
o Authorized persons must present their driver license when picking up<br />
plates.<br />
