CHAPTER 1: DEALER LICENSING<br />
• Code <strong>of</strong> <strong>Virginia</strong>: § 46.2 Chapters 15, 19, 19.1 and 19. 2.<br />
1.1 DLR 100-REQUIREMENTS OF DEALERS<br />
1.1.1 License Required<br />
All individuals and business organizations, which sell or deal in motor vehicles in <strong>Virginia</strong> must meet<br />
certain requirements and obtain appropriate licenses from DMV/MVDB.<br />
1.1.2 <strong>Dealer</strong>’s Licenses<br />
You must obtain a dealer license from DMV [franchised or independent motorcycle, trailer, T&M (Travel<br />
trailers & <strong>Motor</strong> homes)], or MVDB(franchised or independent truck and automobile) by submitting<br />
Form DSD-10, “<strong>Motor</strong> Vehicle <strong>Dealer</strong> License Application for Initial License or Renewal”, before you<br />
begin operation as a <strong>Dealer</strong> in <strong>Virginia</strong> as a motor vehicle, or by submitting form DSD-10A, “Salvage<br />
<strong>Dealer</strong>, Demolisher, Rebuilder, Salvage Pool, Vehicle Removal Operator License, Application for Initial<br />
License or Renewal” to DMV before you begin operation as a salvage dealer, demolisher, rebuilder,<br />
salvage pool, or vehicle removal operator.<br />
1.1.3 <strong>Dealer</strong> Operator<br />
Each dealership must have a certified dealer operator. The certificate <strong>of</strong> qualifications may be obtained<br />
by successfully completing a written examination, administered at a local DMV Customer Service Center<br />
(CSC) and paying either a fee <strong>of</strong> $25.00 for a DMV <strong>Dealer</strong> Operator or $50.00 for a MVDB <strong>Dealer</strong><br />
Operator.<br />
Note: Anyone who was not a dealer/operator at an independent dealership as <strong>of</strong> January 1, 2006, must<br />
first successfully complete a course <strong>of</strong> study (schedules can be found at www.mvdb.virginia.gov) before<br />
they can take the independent dealer/operator exam.<br />
The following types <strong>of</strong> dealers are not required to have a dealer-operator:<br />
• Distributor<br />
• Manufacturer<br />
• Factory Branch<br />
• Distributor Branch<br />
• Salvage <strong>Dealer</strong><br />
• Salvage Pool<br />
• Demolisher<br />
• Rebuilder<br />
• Vehicle Removal Operator<br />
If you wish to operate in <strong>Virginia</strong> as a:<br />
• Demolisher<br />
• Rebuilder<br />
• Salvage Vehicle <strong>Dealer</strong><br />
• Salvage Pool<br />
• Vehicle Removal Operator<br />
