Box E5.1 Key privatization advisers<br />

The consult<strong>in</strong>g arms of the Big Four accountancy firms take the lion’s share<br />

of privatization consultancy contracts <strong>in</strong> develop<strong>in</strong>g countries:<br />

• PricewaterhouseCoopers<br />

• KPMG<br />

• Deloitte Touche Tohmatsu<br />

• Ernst & Young.<br />

Arthur Andersen, the fifth of the Big Five before its fall from grace over<br />

the Enron scandal <strong>in</strong> 2001, has also been engaged <strong>in</strong> numerous privatizations<br />

<strong>in</strong> develop<strong>in</strong>g countries. Its consult<strong>in</strong>g arm split from the parent<br />

company <strong>in</strong> 2000, renam<strong>in</strong>g itself Accenture.<br />

Other key players come from the f<strong>in</strong>ancial sector, with many of the<br />

world’s largest banks now also <strong>in</strong>volved <strong>in</strong> privatization consultancy <strong>in</strong><br />

develop<strong>in</strong>g countries:<br />

• ABN AMRO<br />

• NM Rothschild<br />

• Credit Suisse First Boston<br />

• Dresdner Kle<strong>in</strong>wort Wasserste<strong>in</strong><br />

• Morgan Stanley<br />

• HSBC<br />

• Citigroup.<br />

Consultancies such as the UK’s Adam Smith International and the US’<br />

Louis Berger Group have also established themselves as lead<strong>in</strong>g players <strong>in</strong><br />

privatization. Individual sectors also have their own specialist consultants,<br />

such as Mott MacDonald and St<strong>one</strong> & Webster <strong>in</strong> the water and energy sectors,<br />

IPA Energy Consult<strong>in</strong>g <strong>in</strong> the power sector, and Canadian consultancy<br />

CPCS Transcom <strong>in</strong> transport. Other companies provide specialist services,<br />

such as legal consultants CMS Cameron McKenna and Baker & McKenzie.<br />

For example, <strong>in</strong> 2002 it created the Emerg<strong>in</strong>g Africa Infrastructure Fund with<br />

back<strong>in</strong>g from Sweden, Switzerland, the Netherlands and private f<strong>in</strong>anciers<br />

Barclays and the Standard Bank Group. This is designed to mobilize up to<br />

US$ 450 million of private sector <strong>in</strong>vestment f<strong>in</strong>ance <strong>in</strong> the privatization of<br />

public services <strong>in</strong> African countries and to fund new <strong>in</strong>frastructure projects,<br />

with particular emphasis on energy, telecommunications, transport and water.<br />
