• Redesign trade rules. Governments must prioritize implement<strong>in</strong>g national<br />

and <strong>in</strong>ternational measures aimed at '<strong>in</strong>ternaliz<strong>in</strong>g' social and environmental<br />

costs – the ‘polluter pays’ pr<strong>in</strong>ciple.<br />

• Promote land use policies that aim to meet needs for access to jobs, goods,<br />

services and leisure locally by encourag<strong>in</strong>g walk<strong>in</strong>g, cycl<strong>in</strong>g and public<br />

transport.<br />

• Promote walk<strong>in</strong>g and cycl<strong>in</strong>g as the least pollut<strong>in</strong>g, healthiest and most<br />

equitable modes of transport, <strong>in</strong> particular by reduc<strong>in</strong>g the danger faced<br />

by walkers and cyclists from more harmful means of transport.<br />

• Stop subsidiz<strong>in</strong>g harmful transport and travel, whether through road build<strong>in</strong>g,<br />
