Box C2.1 The facts about disability<br />

Only 2% of disabled children <strong>in</strong> the develop<strong>in</strong>g world receive any education<br />

or rehabilitation.<br />

Most public build<strong>in</strong>gs and transport systems throughout the world are<br />

<strong>in</strong>accessible to the majority of disabled people.<br />

Disabled people of work<strong>in</strong>g age <strong>in</strong> developed and develop<strong>in</strong>g countries are<br />

three times more like to be unemployed and live <strong>in</strong> real poverty (65% of<br />

disabled people <strong>in</strong> the UK live below the poverty l<strong>in</strong>e).<br />

Disabled people are subjected to appall<strong>in</strong>g abuse. For example:<br />

A family <strong>in</strong> Spa<strong>in</strong> kept a disabled woman <strong>in</strong> a st<strong>in</strong>k<strong>in</strong>g six-foot hole for 40<br />

years (1998).<br />

An 18–month-old girl <strong>in</strong> the UK was refused use of a ventilator or antibiotics<br />

because of a legal and medical judgement on the quality of her life<br />

(1997).<br />

An 11–year-old boy liv<strong>in</strong>g at home with his family <strong>in</strong> Japan was murdered by<br />

his brother because ‘he was mentally handicapped and had no future’<br />

(2000).<br />

Disabled children were starved to death <strong>in</strong> a Kiev hospital, Ukra<strong>in</strong>e, because<br />

staff stole their food (1995).<br />

A man with multiple impairments died <strong>in</strong> the US after be<strong>in</strong>g beaten and<br />

stuffed <strong>in</strong> a dustb<strong>in</strong>. Authorities called it a ‘cruel prank’ (1994).<br />

Two people plead<strong>in</strong>g guilty to the kill<strong>in</strong>g of disabled family members <strong>in</strong> the<br />

UK were given non-custodial sentences (2000). (Source: DAA 2002)<br />

These expenses do not dim<strong>in</strong>ish when they are <strong>in</strong> employment because they<br />

are paid disproportionately low wages.<br />

The def<strong>in</strong>ition of disability The reasons why progress is so slow and health<br />

and well-be<strong>in</strong>g systematically denied to disabled people are rooted <strong>in</strong> the<br />

def<strong>in</strong>ition of disability. Traditionally, they have been seen as people who are<br />

impaired, functionally limited and unable to do th<strong>in</strong>gs. It was believed that<br />

the duty of society was to change the impaired <strong>in</strong>dividual to conform to community<br />

norms – through cure, treatment or rehabilitation. Disabled people<br />

were the commodity of health professionals, and as such a source of power and<br />

resources for the professionals, not people <strong>in</strong> their own right with the same<br />

rights to life, participation and personal autonomy as every<strong>one</strong> else. Problems<br />

that arose around disability could be solved by exclud<strong>in</strong>g them <strong>in</strong> special <strong>in</strong>stitutions,<br />

by community-based service provision which emphasized them as<br />
