Monitor organizations. Organizations focus<strong>in</strong>g on health and equity should<br />

monitor governments and <strong>in</strong>ternational organizations such as WHO so that<br />

they do not lend legitimacy to the commercialization of human (and other) life<br />

and to ‘genohype’, which draws away resources and attention from address<strong>in</strong>g<br />

diseases of poverty and <strong>in</strong>equity.<br />

Reth<strong>in</strong>k the data collection role of health care providers. Confidentiality<br />

and human rights need to come first. <strong>Health</strong> professionals should reth<strong>in</strong>k their<br />

role <strong>in</strong> collect<strong>in</strong>g data that can be used for the purposes of <strong>in</strong>surances, risk<br />

selection for employment, health care adm<strong>in</strong>istration and public health.<br />

Ensure research meets priority needs. <strong>Health</strong>-related NGOs should explore<br />

the roles of <strong>in</strong>dividuals and groups who participate <strong>in</strong> biotechnology research<br />

(e.g. by allow<strong>in</strong>g their samples to be used for genome research). NGOs could<br />

develop guidel<strong>in</strong>es and a standard contract that stipulates that <strong>in</strong>dividuals will<br />

only participate <strong>in</strong> research if its eventual useful sp<strong>in</strong>-offs are made available<br />

to poor users and poor countries at affordable prices. More fundamentally,<br />

citizens and NGOs should play a role <strong>in</strong> ensur<strong>in</strong>g research projects make health<br />

needs, not market needs, the priority.<br />

Risk selection and <strong>in</strong>surance <strong>in</strong> the public <strong>in</strong>terest. The developments <strong>in</strong><br />

human genomics confirm and strengthen arguments <strong>in</strong> favour of the establishment<br />

of <strong>in</strong>clusive non-discrim<strong>in</strong>atory systems of health care and sickness<br />

<strong>in</strong>surance. NGOs should stress that such regulated or non-profit systems, characterized<br />

by cross-subsidization of the sick by the healthy and the poor by the<br />

rich, offer the only just approach to avoid<strong>in</strong>g discrim<strong>in</strong>ation, <strong>in</strong>equity and<br />

exclusion whilst captur<strong>in</strong>g the benefits of a humane and responsible development<br />

of genomics.<br />
