losing lot number identity, burning, or otherwise destroying containers, or<br />
exposing items to the weather, etc. Ammunition shall not be removed from the<br />
confines of the range except as authorized by proper authorities.<br />
f. The OIC shall account for all ammunition as it is expended on the<br />
firing range. Upon completion of the exercise, the OIC shall ensure all<br />
unexpended ammunition is inventoried, verified, and annotated on the turn-in<br />
document (DD Form 1348-1) and the Expenditure Report with the OIC’s<br />
signature. If any ammunition is found missing during the inventory, the<br />
using unit shall submit a Missing, Lost, Stolen, or Recovered (MLSR) Report<br />
per BO P8000.3.<br />
g. The OIC shall complete the NAVMC 11381, Expenditure Report [reference<br />
(c)] and any turn-in documents (DD Form 1348-1A) prior to securing from the<br />
range, per the most current edition of MCO P4400.150E w/ERRATUM, Consumer-<br />
Level Supply Policy Manual [reference (j)].<br />
h. Ammunition shall never be abandoned, destroyed, fired indiscriminately,<br />
buried, treated, or otherwise disposed of in order to circumvent<br />
the inconvenience of returning the items to a storage area. Units discovering<br />
abandoned, buried, or treated ammunition shall notify LONGRIFLE<br />
immediately.<br />
i. Ammunition that is authorized to be fired on a particular range may<br />
be staged on that range. At a minimum there shall be two armed guards at<br />
least one of which is an NCO. The guards shall maintain hourly radio checks<br />
with LONGRIFLE. The range must be scheduled via Range Scheduling. The OIC<br />
shall conduct an inventory of all ammunition prior to departing and upon<br />
returning to the range.<br />
j. A checklist for handling and storing ammunition and explosives on<br />
ranges is provided in Appendix I of this Order. Use of the Ammunition and<br />
Explosives Range Checklist for Range OICs is recommended during ammunition<br />
handling and storing activities.<br />
k. All Security Code 1 (or “Category 1”) items (e.g., AT-4 and Stingers)<br />
shall be positively controlled by an E-6 (or a<strong>bo</strong>ve), from ammunition supply<br />
point pick-up to expenditure/return of unused ammunition. The E-6 (or a<strong>bo</strong>ve)<br />
shall sign, escort, and observe use while maintaining control at all times.<br />
Any unused Category 1 item shall be returned to the Ammunition Supply Point<br />
by an E-6 (or a<strong>bo</strong>ve). Per Appendix F of the most current edition of<br />
OPNAVINST 5530.13B, Department of the Navy Physical Security Instruction for<br />
Sensitive Conventional Arms, Ammunition, and Explosives (AA&E) [reference<br />
(m)], Category 1 item control may be turned over to another E-6 (or a<strong>bo</strong>ve)<br />
utilizing the DD Form 1907 (Signature Tally Record) which is included with<br />
every Category 1 item.<br />
l. Blank and live ammunition shall be never be co-located on any range<br />
together. A minimum of 24 hours shall pass before a unit can transition from<br />
live to blank ammo training. Refer to paragraph 6028 of this Order.<br />
m. Issuing blank and live ammunition at the same time is prohibited.<br />
n. Storing ammunition in a billeting area is prohibited.<br />
