a. The AC/S, O&T exercises general staff cognizance over the Del Mar<br />

Boat Basin Complex. The AC/S, O&T shall resolve “Priority Use” conflicts.<br />

All requests for use of the Del Mar Boat Basin will be addressed to the Range<br />

Scheduling Office.<br />

b. The AC/S, O&T is designated as the authority for administrative<br />

control of, and in normal operations, is delegated the prime coordination<br />

responsibility for the Del Mar Boat Basin.<br />

c. The maximum speed of a craft operating within the Del Mar Basin and<br />

channel waters shall not exceed 5 mph or safe wake speed.<br />

2. Training. Requests for use of the Operations Area, Del Mar Boat Basin,<br />

docks, or any other Del Mar Boat Basin facilities will be submitted in<br />

accordance with Chapter 3 of this Order.<br />

3. Fishing<br />

a. No lobster traps, commercial or otherwise, will be set within the Del<br />

Mar Boat Basin or channel; nor within 750 feet of the jetty or groyne.<br />

b. Commercial fishing <strong>bo</strong>ats will not be permitted within the Del Mar<br />

Boat Basin area.<br />

c. Fishing is permitted from shore and privately owned <strong>bo</strong>ats during<br />

daylight hours only, except when precluded by military commitments.<br />

d. State of California fishing regulations apply to all users. Both a<br />

California fishing license and a <strong>Base</strong> fishing permit are required for<br />

fishing.<br />

e. Violations of these restrictions will be reported to the <strong>Base</strong> Game<br />

Warden at (760) 725-3360.<br />

4. Restricted Sea Areas<br />

a. Access to the area west of BLDG 210536 is restricted to authorized<br />

personnel only. This includes the south groyne, the north <strong>bo</strong>undary of the<br />

Oceanside Har<strong>bo</strong>r, and Staging Area #2. Staging Area #2 may be used, upon<br />

written request to the Commanding Officer (AC/S, O&T), for training, and<br />

staging cargo and vehicles for exercises.<br />

b. Children under 16 years of age are prohibited from traversing the<br />

north jetty unless accompanied by, and under the immediate supervision, of a<br />

responsible adult.<br />

c. All navigational aids are off-limits to all personnel, except those<br />

personnel authorized to service, inspect, and maintain them.<br />

d. Restricted sea areas include all of the water of the Del Mar Boat<br />

Basin entrance channel lying northerly of a line between a light on the north<br />

Del Mar jetty at latitude 33 degrees 12’ 20”, longitude 117 degrees 24’ 0”,<br />

and a light on the north Oceanside Har<strong>bo</strong>r groyne at latitude 33 degrees 12’<br />

30”, longitude 117 degrees 23’ 0”(Del Mar Recreational Beach). Restricted<br />

sea areas are off-limits to all unauthorized personnel.<br />
