3. Scheduling<br />

a. Submit requests for use of the CPAVA to the Range Scheduling Office<br />

in accordance with figure 3-1 of this Order.<br />

b. Units desiring to conduct offshore training that may be hazardous<br />

to non participants (i.e. mine countermeasures training, underwater demolitions)<br />

shall notify the Director, Range Operations Division at least 30 days<br />

in advance of planned training. Units must provide a diagram of planned<br />

training footprint using the <strong>Camp</strong> <strong>Pendleton</strong> Military Installation Map<br />

[reference (d)]; diagrams must include a description of training mines or<br />

other obstacles. Units desiring to conduct hazardous activities offshore<br />

shall also be responsible for publication of a Notice to <strong>Marine</strong>rs via<br />

coordination with the US Coast Guard.<br />

c. The Range Scheduling Office shall be notified in writing upon<br />

cancellation of training. Verbal cancellations will not be accepted.<br />

5003. LANDING CRAFT AIR CUSHION (LCAC) TRANSIT LANE. Due to the LCACs high<br />

speed of advance, a clear LCAC Transit Lane extending a minimum of 4,000<br />

yards seaward from the ACU-5 ramp (33-15.5N/117-26.3W) has been designated<br />

for LCAC line-up purposes. This exclusion area (in effect, an LCAC “driveway”)<br />

is the only safe access for LCACs departing from and returning to the<br />

ACU-5 ramp. The LCAC Transit Lane is contained within the <strong>bo</strong>undaries listed<br />

below.<br />

5004. LCAC OPERATIONS<br />

1. General. LCACs are restricted in their ability to maneuver when departing<br />

from and returning to the ACU-5 ramp. This LCAC maneuverability restriction<br />

equates to plus or minus ten degrees from a line perpendicular to the<br />

surf zone.<br />

2. Anchoring. For LCAC safety purposes, it is imperative ships do not<br />

anchor within the LCAC Transit Lane. This exclusion extends seaward 4,000<br />

yards, bearing 235 to 055 degrees true, from L33-15.5N/117-26.3W.<br />

3. Environmental. LCAC operations ashore and land operations shall be<br />

conducted per Chapter 2 of this Order. LCAC operations shall maintain a<br />

1,000-foot seaward buffer zone from the Blue Beach/White Beach Least Tern/<br />

Snowy Plover nesting areas between 1 March and 15 September. Direct ingress<br />

from the LCAC ramp/facility is not affected by this buffer zone.<br />

5005. DEL MAR BOAT BASIN<br />

1. General. The Commanding Officer, MCB exercises command in all matters<br />

pertaining to the Del Mar Boat Basin, the government-owned beaches adjacent<br />

to it, the channel and channel entrance, and the restricted sea areas off the<br />

Del Mar outer breakwater.<br />
