TRAINING AREA REQUESTS (TARs)<br />

1. Scheduling<br />

a. Units desiring to schedule a range or training area must use the<br />

methods described in paragraph 3000.1.<br />

b. Typically, up to five units or 500 personnel will be scheduled in<br />

training areas, up to three units on the beaches and the <strong>bo</strong>at basin, and only<br />

one unit on range and training sites (e.g., rappel towers, gas chambers).<br />

c. Units desiring to occupy a range or training site, which is already<br />

scheduled by another unit shall obtain co-use.<br />

(1) BOTH units must submit a completed Operational Risk Management<br />

(ORM) Form that, in addition to mitigating all other risks and assigning the<br />

RSO and OIC, explains how <strong>bo</strong>th units can accomplish their training safely.<br />

Both of these ORMs must be received by Range Scheduling at least five (5)<br />

working days prior to the start of the event. If the completed ORMS are not<br />

received prior to the deadline, co-use will automatically be denied. No couse<br />

will be authorized or scheduled until <strong>bo</strong>th ORMs have been received and<br />

reviewed, and all conflicts resolved.<br />

(2) Only the Range Control Officer (RCO) can approve co-use.<br />

(3) After the co-use is granted by the Range Control Office, the<br />

second unit must schedule the range.<br />

2. Beaches. Requests for use of the State Beach (north, center, and south),<br />

Green Beach, and leased areas will be submitted, in the same manner described<br />

a<strong>bo</strong>ve, thirty (30) days prior to the planned event. Approval will be on a<br />

case-by-case basis. Units must receive approval from the Assistant Chief of<br />

Staff, <strong>Marine</strong> <strong>Corps</strong> Community Services (AC/S, MCCS) for the use of these<br />

beaches prior to submitting a request to the Range Scheduling Office. You<br />

may contact the San Onofre Recreation Beach Office at (760) 725-7422/7935 or<br />

the Del Mar Recreation Beach Office at (760) 725-2134/2313.<br />

3. Surface Danger Zone (SDZ) Diagram Overlays. For indirect-fire techniques<br />

requiring a SDZ diagram, the overlay shall be submitted to the RCO at least<br />

fourteen (14) days prior to firing unless the SDZ is on file with the RCO.<br />

All SDZs shall be constructed using the l:50,000 <strong>Camp</strong> <strong>Pendleton</strong> Military<br />

Installation Map [reference (d)]. The SDZ diagram will be constructed per<br />

MCO 3570 series.<br />

4. Waivers. An appropriate waiver request and any required overlays shall<br />

accompany any training not covered by this Order. Waiver requests shall be<br />

submitted to the Range Scheduling office at least thirty (30) days prior to<br />

the planned event per paragraph 1006 of this Order.<br />

5. Hikes and Convoys. Units requesting training areas for hikes or convoys<br />

shall submit an overlay of the proposed route to the Range Scheduling Office<br />

at least fourteen (14) days prior to the event unless the overlay is on file<br />

with the RCO. The format for overlays can be obtained by calling the Range<br />

Scheduling Office at (760) 725-3510/4219.<br />

6. Environmental. Any environmental considerations and requirements<br />

associated with the requested training shall be approved, prior to submitting<br />
