Scheduling Procedures<br />
3000. GENERAL<br />
1. Scheduling. The Range Scheduling Office is the scheduling agency for all<br />
<strong>Camp</strong> <strong>Pendleton</strong> ranges, training areas, training facilities, airspace, and sea<br />
space. To schedule, the Range Control Scheduling Office must receive a Range<br />
Facility Management Support System (RFMSS) data entry A MINIMUM OF SEVEN (7)<br />
DAYS prior to the planned activity. If there is a legitimate reason for not<br />
using RFMSS, a Training Area Request (TAR) may be submitted to the Range<br />
Scheduling Office using the following methods: as an e-mail attachment<br />
(pndl_otrangescheduling@usmc.mil), hand-delivered to the Range Scheduling<br />
Office (BLDG 2399) or via Naval message. The <strong>Camp</strong> <strong>Pendleton</strong> TAR is provided<br />
in Appendix G of this Order, on the <strong>Camp</strong> <strong>Pendleton</strong> web site, and on the Range<br />
Operations Division Share-Point site (https://158.238.251.13/pendleton/<br />
OT/staff/rod/default.aspx). RFMSS accounts can be established by contacting<br />
the RFMSS Administrator at (760) 725-0359.<br />
2. Canceling. Once ground ranges, training facilities, airspace, and/or sea<br />
space have been scheduled, it is the responsibility of the unit scheduled to<br />
use the facility to conduct its training during the allotted time period.<br />
Should there be a requirement to modify a scheduled range time, or a need to<br />
cancel the range request, the unit shall notify the Range Scheduling Office<br />
via e-mail or fax at (760) 725-4090.<br />
3001. SCHEDULING PRIORITIES<br />
1. Precedence. Range and training facilities will be scheduled for<br />
requesting units in the precedence outlined in figure 3-1 of this Order.<br />
2. “Priority Use” for Zulu Impact Area. To increase training efficiency, a<br />
“Priority Use” scheduling system for the Zulu Impact Area has been implemented<br />
at <strong>Camp</strong> <strong>Pendleton</strong>. “Priority Use” establishes priorities for range and<br />
airspace utilization for that particular day as follows.<br />
a. Air Priority Days. Aviation operations have priority use of the Zulu<br />
Impact Area on the first three (3) Wednesdays and Thursdays of each month.<br />
Ground Units desiring to conduct Close Air Support (CAS) operations should<br />
schedule the event on Air Priority days. Parachute operations with patterns<br />
over flying the Zulu Impact Area will be afforded priority on air priority<br />
days only.<br />
b. Ground Priority Days. Ground operations have “Priority Use” of the<br />
Zulu Impact Area on Monday, Tuesday, Friday, Saturday, and Sunday during the<br />
first three weeks of the month. During the last week of the month, ground<br />
operations have priority the entire week. Rotary-wing operations driven by<br />
ambient light requirements will also be considered on a case-by-case basis<br />
during the last week of the month.<br />
3. “Priority Use” for the Whiskey Impact Area. “Priority Use” establishes<br />
priorities for range and airspace utilization for firing into the Whiskey<br />
Impact Area on that particular day as follows.<br />
3-1
