Environmental Procedures<br />
2000. GENERAL. The ranges and training areas of <strong>Camp</strong> <strong>Pendleton</strong> are heavily<br />
used. <strong>Camp</strong> <strong>Pendleton</strong> is also the home of many endangered species, wetlands,<br />
sensitive habitats and cultural resource sites, which are protected by<br />
federal laws strictly enforced by local regulatory agencies. To successfully<br />
achieve all training objectives while complying with environmental laws and<br />
regulations, it is essential to consider environmental concerns while<br />
planning training operations and exercises. Proper planning will preserve<br />
all training facilities for future generations of <strong>Marine</strong>s, therefore, it is<br />
essential that training units adhere to the provisions in this Chapter. All<br />
users of ranges and training areas are responsible for knowing and adhering<br />
to applicable environmental laws and regulations, including, but not limited<br />
to, the current Fire Danger Rating and restrictions associated with the<br />
environmentally sensitive areas identified on <strong>bo</strong>th the <strong>Camp</strong> <strong>Pendleton</strong><br />
Military Installation Map [reference (d)] and the most current MCB<br />
Environmental Operations Map. The MCB Environmental Operations Map is a<br />
Geospatial Information System (GIS) Map, and may be obtained through the<br />
AC/S, ES. Questions concerning applicable environmental regulations may also<br />
be referred to the AC/S, ES [National Environmental Protection Act Branch<br />
(NEPA Branch) at (760) 725-9759/9763].<br />
2001. ENVIRONMENTAL CONSTRAINTS APPLICABLE TO ALL TRAINING ACTIVITIES<br />
1. Prohibited Activities. The following activities are prohibited on all<br />
ranges and training areas a<strong>bo</strong>ard <strong>Camp</strong> <strong>Pendleton</strong>.<br />
a. Burying, dumping, abandoning, or disposing of solid waste (e.g.,<br />
trash, rubbish, or garbage), except in approved containers (i.e.,<br />
“dumpsters”) or at established landfills.<br />
b. Burying, dumping, abandoning, or disposing of any type of military<br />
munitions.<br />
c. Unlawfully disposing hazardous waste, including unlawfully releasing<br />
(e.g., venting, draining, or spilling) oil, fuel, and all other hazardous<br />
substances from vehicles, equipment, storage tanks, or containers into the<br />
air, ground, or water.<br />
d. Removing or intentionally destroying threatened or endangered plants,<br />
trees, brush, cactus, or any other vegetation (refer to the MCB Environmental<br />
Operations Map). Cutting or removing tree limbs or large portions of any<br />
other plant is also prohibited. Limit camouflage material to previously<br />
felled vegetation.<br />
e. Contact the the AC/S, ES prior to conducting activities involving<br />
cutting/removing/trimming of brush, trees, cactus, or any other type of<br />
vegetation that may be considered threatened or endangered as indicated by<br />
the MCB Environmental Operations Map; and prior to any activity involving<br />
soil excavation, grading, filling, or digging fighting positions in or<br />
adjacent to protected habitat areas as indicated by the MCB Environmental<br />
Operations Map.<br />
f. Killing, injuring, or harassing wildlife and livestock. Killing<br />
poisonous snakes and other wildlife in self-defense is not prohibited. Most<br />
