other activity affected by the unsafe condition shall be halted until the<br />

unsafe condition has been corrected. Anyone has the option to call “ceasefire”<br />

over their respective LONGRIFLE frequency. The greatest danger to life<br />

and limb is associated with live-fire; therefore, range restrictions for<br />

various weapons/ammunition are listed the special instructions for each range<br />

and in paragraph 1005 of this Chapter and in Appendix C of this Order.<br />

c. Where conflicts occur with safety instructions contained in Field and<br />

Technical Manuals, the provisions in the MCO 3570 series and this Order shall<br />

be adhered to.<br />

1005. RANGE RESTRICTIONS<br />

1. General<br />

a. Firing or <strong>bo</strong>mbing will be conducted on authorized ranges and LFAM<br />

areas only. This does not prohibit the controlled use of blank ammunition or<br />

noisemakers (small, controlled demolition charges of ¼ pound of TNT or<br />

equivalent) in accordance with this Order.<br />

b. The use of chemical ammunition will be in strict compliance with<br />

paragraph 7008 in Chapter 7 of this Order. The use of riot agents (CS) and<br />

other obscuration materials shall be in strict compliance with paragraph 7009<br />

in Chapter 7 and Appendix E of this Order.<br />

c. Personnel not specifically scheduled to be on ranges or training<br />

areas are not authorized.<br />

2. POVs and Privately Owned Weapons<br />

a. Privately owned vehicles (POVs) are prohibited on all live-fire<br />

ranges, Artillery Firing Areas (AFAs), Mortar Firing Areas (MFAs), and<br />

training areas with the exception of the following ranges and training<br />

facilities: 102, 103, 116 series, 130 series, 131 parking lot, 213, 214,<br />

314 series, Edson Range Complex, 25 Area Combat Town parking lot, and SIAC<br />

parking lot. Parking of POVs on access roads to live-firing ranges, AFAs,<br />

MFAs, and training areas is also prohibited without a POV pass from the RCO.<br />

Prior to being issued a POV pass, personnel shall submit a command letter<br />

(Battalion-level) to the RCO justifying the need to utilize a POV in support<br />

of training. During authorized hunting and fishing periods, the RCO may<br />

authorize hunter POV parking along main roads in training areas.<br />

b. Privately owned weapons are only authorized on MCCS-designated<br />

ranges.<br />

c. Carrying military weapons to and from any range in POVs is not<br />

authorized without organizational commander’s approval.<br />

d. Violation of any vehicle provisions may result in the issuance of<br />

a traffic violation and appearance before the MCB Magistrate and/or<br />

administrative action or disciplinary action under the Uniform Code of<br />

Military Justice.<br />

e. All use of All Terrain Vehicles (ATVs) must be approved by the RCO<br />

[seven (7) days prior to the event]. All operators shall be required to have<br />

a current <strong>Base</strong> ATV Safety Card and all ATVs must be fitted with a spark<br />

arrestor.<br />
