3. Responsibilities<br />
a. The OIC shall have a detailed Operational Risk Management (ORM)<br />
worksheet signed by the unit commander that covers all phases of training to<br />
be conducted in his/her possession at all times while training. For LFAM<br />
training, an approved concept of operations, scheme of maneuver and RCO Brief<br />
Sheet must also be in his/her possession at all times while training.<br />
b. The OIC shall ensure all personnel wear the appropriate personal<br />
protective equipment. Helmets and flak jackets shall be worn for any livefire<br />
event involving movement or maneuver, high explosives or grenades,<br />
machinegun, or close quarters battle in shoot houses. For all other<br />
training, either the ORM or unit SOP will determine if helmets and flak<br />
jackets will be required.<br />
c. The OIC shall be certified on the weapon(s) or weapon systems(s)<br />
being used and brief the RSO on the duties to be performed in support of the<br />
training event. The OIC needs to clearly establish the requirement for the<br />
RSO to brief him/her on the safety of the facility/unit, and the readiness to<br />
commence live-fire operations prior to the start of firing.<br />
d. The OIC is also responsible for ammunition and explosives on the<br />
NAVMC 11381, Expenditure Report [reference (c)]. Refer to paragraph 7001.4<br />
in Chapter 7 of this Order.<br />
e. OICs are further responsible for ammunition and explosives<br />
malfunction reports. Refer to paragraph 7003 in Chapter 7 of this Order.<br />
f. The OIC will verify that the RSO is qualified with the weapon(s) or<br />
weapon systems being used.<br />
g. The OIC will ensure that the RSO provides for an emergency vehicle<br />
and medical personnel for all training events as prescribed in figure 1-2.<br />
h. In the event of a Medical Evacuation (MEDEVAC), the OIC or an<br />
appointed representative will suspend all training, and will:<br />
(1) Ensure first aid is rendered.<br />
(2) Ensure LONGRIFLE is contacted and the location, nature of the<br />
accident, and assistance required is reported. If radio communication fails,<br />
use any means available to contact LONGRIFLE (760) 725-3974.<br />
(3) Refer to paragraph 1009 in this Chapter for additional MEDEVAC<br />
information.<br />
1003. RANGE SAFETY OFFICER (RSO)<br />
1. General. The RSO assists in maintaining surveillance of firing and<br />
safety within the entire surface and vertical hazard space of the assigned<br />
range; he/she shall be physically present at the training site. The RSO is a<br />
supervisory position. The RSO shall not personally participate in training.<br />
THE RSO WILL NOT BE ASSIGNED OTHER DUTIES NOR FIRE A WEAPON, and will be the<br />
last to leave the range following completion of firing and clean-up, ensuring<br />
that the range is clear of all personnel and equipment. The RSO will ensure<br />
that all trash and brass are removed from the range after completion of<br />
training.<br />
