2. Facility and Materials. The chamber or tent should be reasonably<br />
airtight and provide an enclosed space of sufficient size with a separate<br />
entrance and exit. Tents used as IPECE training facilities should be used<br />
exclusively for this purpose.<br />
3. Open Area and Terrain. If the IPECE is to be conducted in an open area,<br />
the exercise area selected should be relatively flat, free from ditches,<br />
holes, and other possible individual safety hazards. CS or tearing agent<br />
grenades may be used. Wind conditions must be considered, and continuously<br />
monitored to ensure that downwind drift of CS or tearing agents will not<br />
expose non-participating personnel.<br />
4. Safety Standards. The following safety standards must be practiced and<br />
enforced to ensure training effectiveness and to prevent unnecessary<br />
injuries.<br />
a. Training shall occur at least 100 meters from any other activity, and<br />
1,000 meters from the I-5 Freeway and/or <strong>Base</strong> <strong>bo</strong>undaries and/or 500 meters<br />
from uncontrolled civilian access roads and cantonment areas. Units should<br />
provide appropriate government transportation to and from an IPECE.<br />
Participating personnel should not be permitted to drive personal vehicles to<br />
or from an IPECE.<br />
b. Commanders will approve use of CS or tearing agents during training<br />
based on advice from NBC personnel (MOS 5702/5711).<br />
c. CS or tearing agent grenades shall not be used in confined spaces<br />
(e.g., chambers, tents, and buildings).<br />
5. Ventilation. At the conclusion of an IPECE, the chamber shall be aired<br />
out for a minimum of thirty (30) minutes (doors, windows, flaps open).<br />
G. IPECE Conducted in CS Chambers or Tents<br />
1. Allowable Agents. Only M7 series CS or appropriate tearing agent<br />
capsules (DODIC K765) shall be used for the conduct of IPECEs.<br />
2. Chamber Clean-Up. Chambers shall be swept and ventilated on a regular<br />
basis to prevent crystallized agent build-up and possible over-concentration<br />
of CS or tearing agents during IPECEs. Personnel cleaning the chamber or<br />
tent shall be in IPE, and practice caution at all times. Non-participating<br />
personnel should not be permitted in the immediate area during cleaning.<br />
H. IPECE Conducted in an Open Area<br />
1. Safety Briefs. Safety briefings and appropriate exercise orientation<br />
briefings remain the same.<br />
2. Weather Conditions. FDR permitting, a smoke grenade can be used to check<br />
wind direction and agent cloud formation to assist in positioning troops.<br />
