Republic. At the outset, Stanišić noted that the meeting was scheduled on the Bosnian-Serb<br />

Republic delegation’s initiative and set out the purpose of the meeting: “it is because of your<br />

initiative that we are meeting in order to improve /your/ operational and tactical position and<br />

see about help from Serbia”. Karadžić observed that the conditions at the time were most<br />

favourable for them as they were holding 75 per cent of the territory and they were willing to<br />

end the war. He acknowledged that part of that territory would have to be returned because of<br />

the demands of the international community. He set out their strategic goals, and indicated<br />

that the one about having a part of Sarajevo was a priority. 4959 The strategic goals also<br />

included “border separation of the state from the other two national communities” and to<br />

establish territorial control over a number of areas. 4960 On the second day of the meeting,<br />

Stanišić stated: “we can spare 100 to 120 men and Karišik”. He added that their combat group<br />

was ready to set out the following day. Kovač added that he was prepared to engage<br />

approximately 200 men who could engage in combat in two days. 4961<br />

2311. Manojlo Milovanović, the Chief of the Main Staff of the VRS between <strong>May</strong> 1992 and<br />

1996, 4962 testified that the meeting was chaired by Slobodan Milošević, but called by<br />

Karadžić. 4963 He testified that Stanišić opened the meeting as the host because it was held at<br />

the DB building. 4964 In relation to the entry recorded by Mladić under Stanišić’s name, “we<br />

can spare 100-120 men and Karišik”, Milovanović testified that this did not mean that Stanišić<br />

was offering Karišik to the VRS as Karišik was already part of the VRS, but rather that<br />

Stanišić was offering to place 100-120 men under Karišik for activities around Sarajevo. 4965<br />

The witness testified that Stanišić never sent any men to be placed under Karišik but that<br />

instead 100-120 men arrived from the 72nd Brigade of the VJ Special Forces Corps. 4966<br />

2312. Having reviewed P2532, the Trial Chamber concludes that the meeting of 13-14<br />

December 1993 was about the practical and logistical possibilities for Serbia to provide<br />

military assistance to the Bosnian-Serb Republic. On the basis of the notes themselves and the<br />

testimony of Milovanović, it is clear that, while the meeting was held at the DB building,<br />

Stanišić neither initiated nor chaired it. According to the notes, Stanišić made only limited<br />
