to the Accused. In the view of the majority, Judge Picard dissenting, there has been no further<br />

evidence on the links between Kostić and the Accused, and in any event, there is no<br />

conclusive evidence that Kostić played a role in the formation of the SBWS police and TO.<br />

2235. As to any potential links between Goran Hadžić and Jovica Stanišić, the Trial Chamber<br />

has considered the evidence of Borislav Bogunović about Hadžić’s trips to Belgrade set out in<br />

chapter 6.8 and the evidence of Milan Babić about Stanišić’s control over the SBWS<br />

president. However, as also concluded in chapter 6.8, based on this evidence, which lacks<br />

sufficient foundation, the majority, Judge Picard dissenting, is unable to come to the<br />

conclusion that Stanišić controlled or influenced the SBWS president’s decisions in relation to<br />

the setting up of the SBWS TO and police.<br />

2236. In view of the above, the majority, Judge Picard dissenting, is unable to conclude that<br />

the Accused directed and organized the formation of the SBWS police and TO units.<br />

2237. In its Final Trial Brief, the Prosecution submits that the Serbian MUP deployed two<br />

groups of policemen to the SBWS SUPs and police stations, to help establish the police<br />

force. 4729 The Trial Chamber will review the evidence it has received in this respect in the<br />

section below, as it refers to the period after the formation of the SBWS TO and police.<br />

6.7.3 The Accused directed and organized the financing, training, logistical support, and<br />

other substantial assistance or support to the SBWS police and TO units<br />

2238. In its Final Trial Brief, the Prosecution submits that Stanišić, with the Serbian MUP,<br />

was directly involved in financing and equipping police and military structures in SAO<br />

SBWS, through Kojić, Kostić, Šarac, and the MoD. 47<strong>30</strong> It further submits that Arkan also<br />

distributed weapons he had received from the Serbian MUP to the local TO units. 4731 In<br />

relation to these charges, the Trial Chamber has received evidence from a number of<br />

witnesses as well as through documentary sources.<br />

2239. The Trial Chamber will first review the evidence concerning the arrival of police and<br />

volunteers to the SBWS, the training provided by them to SBWS police and TO, and the<br />

setting up of additional police stations in the area. Nebojša Bogunović testified that he signed<br />

up as a volunteer and left for Eastern Slavonia after Dalj was “liberated” on 1 August<br />
