formal establishment on 29 <strong>May</strong> 1991, the SAO Krajina Police continued receiving donations<br />

from individuals in Serbia and other countries. Having reviewed the other evidence before<br />

it, 4668 the Trial Chamber further observes that after its formal establishment, throughout 1991<br />

and 1992, the SAO Krajina Police received funds from the (S)FRY government, through the<br />

Ministry of Finance, the MoD, and the VJ. Furthermore, the Trial Chamber considers 4669 that<br />

as of at least 1994, the RSK budget contained provisions for the financing of the police, and<br />

that the RSK budget deficits were covered through funds provided by the FRY.<br />

2201. Furthermore, based on the testimony of Witness JF-039 and having reviewed the<br />

evidence of Milan Babić, the Trial Chamber finds that in September 1991, Milan Martić sent<br />

Witness JF-039 to Belgrade, where he received a bag of cash from Jovica Stanišić. Other<br />

individuals were also sent to Belgrade on two or three occasions to pick up money from<br />

Stanišić.<br />

2202. In light of all the above, the Trial Chamber finds that the Accused directed and<br />

organized the financing of the SAO Krajina Police - Franko Simatović on at least two<br />

occasions in the period between December 1990 and <strong>May</strong> or June 1991, and Jovica Stanišić -<br />

in January 1991 and around September 1991.<br />

2203. In relation to the financing of the SAO Krajina TO, considering the evidence before it,<br />

the Trial Chamber acknowledges that the FRY government, through the Ministry of Finance,<br />

the MoD, and the VJ also financed the SAO Krajina TO units. The Trial Chamber has not<br />

received evidence that the Accused played any role therein. Consequently, the Trial Chamber<br />

is unable to conclude that the Accused directed and organized the financing of the SAO<br />

Krajina TO.<br />

2204. In relation to the financing of the SAO Krajina TO, considering the evidence before it,<br />

the Trial Chamber observes that the (S)FRY government, through the Ministry of Finance, the<br />

MoD, and the VJ also financed the SAO Krajina TO units. The Trial Chamber has not<br />

received evidence that the Accused played any role therein. Consequently, the Trial Chamber<br />

RSK MUP Public Security Administration in Knin to Serbian MUP Administration for Border Affairs and<br />

Foreigners, 7 June 1994).<br />
