2185. The Trial Chamber will now consider the evidence on the financing of the SAO<br />

Krajina Police and the SAO Krajina TO units. Witness DST-043 testified that Martić’s police<br />

continued to be financed from donations after April 1991 and that in July 1991, he was<br />

instructed by Martić to travel to Germany to collect money raised by the Serbian diaspora,<br />

and brought 9,970 DEM for the Knin SUP, which was sufficient for paying 50 persons for<br />

one month. 4636<br />

2186. Milan Babić stated that the Krajina police was financed mainly by the Serbian MUP<br />

and DB. 4637 It received cash and equipment, and subsequently, money was also transferred<br />

through a bank account. 4638 According to Witness JF-039, money came to Krajina in cash<br />

and all the arrangements between Martić and Stanišić were made in person or on the phone;<br />

nothing was ever put in writing. 4639 Martić would often say, “there is no money so I have to<br />

go to Belgrade and get some”. 4640 Assistance also came in the form of fuel or goods which<br />

would be sold and the cash would then be used for salaries and other expenses of the police<br />

and the SDS. 4641 Some of the assistance came from Belgrade and other from other parts of<br />

Serbia, as well as the United States, Canada, and Australia. Martić and Babić would both send<br />

people to collect funds for the police and the SDS. 4642 According to the witness, without<br />

Serbia’s assistance, the Krajina police force would not receive any salaries. 4643<br />

2187. The witness testified that in September 1991, Martić told him to travel to Belgrade to<br />

pick up money from Jovica Stanišić. 4644 At Stanišić’s office and in his presence, the witness<br />

received a small military transport bag from the driver of Stanišić. He did not sign anything<br />

and he did not know how much money was in the bag. On his way back from Belgrade, the<br />
