witness never heard of Martić distributing weapons. 4432<br />

2113. Witness JF-038, an active member of the Yugoslav federal SDB until October<br />

1992, 4433 testified that when he went to see Martić in Knin on 20 <strong>May</strong> 1991, Martić told him<br />

that Serbs had organized night guards and checkpoints themselves, with the help of the<br />

police. 4434<br />

2114. The Trial Chamber will now move to the evidence on the beginnings of the SAO<br />

Krajina Police. Mile Bosnić testified that the process of creating the Serbian police of the<br />

Krajina began around 17 or 18 August 1990, when the Croatian forces left Knin, and<br />

continued through 1990 and 1991. 4435 The witness neither saw any police from Serbia, nor<br />

was any information about the presence of such police communicated to the SDS Main Board,<br />

of which the witness was a member. Nor had he ever heard that Jovica Stanišić had any<br />

involvement in the establishment of the Serbian police of the Krajina. 4436<br />

2115. Witness JF-039 testified that Martić had taken control of the police in Krajina in mid-<br />

November 1990 and since then he tried to meet with the chiefs of police weekly for<br />

briefings. 4437 According to the witness, Martić’s relationships with the police chiefs and<br />

commanders were excellent. 4438 Martić was the most popular person within the police and had<br />

“100 per cent” control over the forces. 4439 Martić was in command of the police throughout<br />

1991. 4440 The witness further testified that chiefs of police came to Martić in Knin to collect<br />

salaries for their men. 4441<br />

2116. Witness C-1211, a Croat from Hrvatska Dubica in Kostajnica municipality, 4442 stated<br />

that when the SAO Krajina was formed in 1990, many young Serbs and Serb policemen from<br />

throughout Croatia went to Bosanska Dubica and joined the “Milicija SAO Krajine”, which<br />
