disclosed confidential information to the magazines. 2268 On 23 <strong>May</strong> 1991, the commission<br />

ceased its operations. 2269 On 19 July 1991, upon Janaćković’s request, Leković wrote an<br />

official note stating that the commission had not yet completed its work and recommending<br />

that a new commission be established to prepare a new report. According to Leković,<br />

Janaćković prepared for a transfer to the Federal Ministry of Foreign Affairs, because most of<br />

his colleagues were dissatisfied with his attempt to politicize the SDB and with his insistence<br />

on sanctions against Stanišić. The witness believed that Janaćković saw Stanišić as a potential<br />

rival to be eliminated. 2270 Milun Miljković, an employee of the Serbian SDB until 1999, 2271<br />

and Ljubomir Ristić, a Serbian SDB employee since 1972, 2272 provided evidence consistent<br />

with this testimony. 2273 Ristić added that Janaćković had informed him that Stanišić would<br />

“take a vacation”. 2274 Stanišić was therefore not operationally active from at least early April<br />

1991 until the Commission delivered its report to Minister of Interior Zoran Sokolović on 25<br />

July 1991. 2275 During this time, Stanišić occasionally reported to work to collect his salary<br />

and to speak with colleagues, but he was not authorized to carry out any operative work. 2276<br />

Miljković stated that based on his professional experience, any officer of the SDB who was<br />

under investigation by a commission was “for all practical purposes” treated as if he were<br />

suspended from his duties, meaning that he or she did not take part in “significant aspects” of<br />

the SDB’s activity and that his or her participation was limited to “formal and everyday<br />

duties”. 2277<br />

1279. Based on the above, the Trial Chamber finds that Jovica Stanišić held the position of<br />

deputy chief of the Serbian DB in 1991 and chief of the Serbian DB as of 31 December 1991<br />

and throughout the remainder of the time period relevant to the charges. The Serbian DB was<br />

structured into several administrations and centres. The Eighth Administration was<br />
